The State of New Hampshire, Liquor Commission has a vacancy for a Full time Accountant IV.
Summary:
To plan and coordinate the fiscal operations of the New Hampshire Liquor Commission Accounts Receivable Department including auditing functions to ensure processes are developed and implemented in accordance with State and Commission policies; supervise technical aspects of accounting service.
Responsibilities:
Supervises specialized duties and technical and fiscal controls for agency-wide accounts receivable processes and develops fiscal controls and summary data. Assigns employees' workflow in the Accounts Receivable Department based on annual plans, established operational procedures and work methods, and ensures the appropriate implementation of rules, regulations, and policies.
Interprets fiscal policies when creating supplemental schedules, conducting comparative analyses, reviewing reconciliations of accounts receivable, and when tracking outstanding revenue. Submits monthly reconciliation reports for agency activity/outcomes. Prepares accounts receivable exhibits and financial information for the CFO, fiscal meetings, legislation, and for agency annual
reports.
Consults with department administrators, CFO, and budget officials to develop short-term policies for agency accounts receivable processes. Works with the Comptroller of System & Operations to troubleshoot and maintain Accounts Receivable systems.
Provides input for the Liquor Commission Strategic Plans and Budgets and works with the Finance Administrators to implement improvements and changes to the AR Department in support of the business, sales channels (stores, online, etc.), and payment types (cash, check, debit/credit cards).
Reviews statistical reports, data, and accounts summaries of subordinate accounting and support staff to make decisions concerning accounts receivable techniques for analysis, tracking, and controlling financial data. Ensures the accuracy of payment receipts to General Ledger and subsidiary records, reviews agency accounts receivable for yearly audits.
Plans and develops operational accounting manuals, including the periodic updating of work methods and procedures for agency accounts receivable practices. Ensure training and support are provided to the AR and support staffing, including cross-training to enable staff to provide fiscal/accounting backup and assistance in other areas when needed.
Audits documents for financial variances and daily reconciliations; approves and evaluates the work of accounts receivable staff. Assess staff development needs and develops staffing plans. Revises operational policies and procedures to address any issues.
Exercises sound judgment in approving credit applications for liquor and wine licensees and in managing the licensees’ accounts. Educates personnel and stakeholders on off-premise licensees on NHLC licensees purchasing methods, accepted forms of payments, and credit approval procedures.
Recognizes that everyone we come into contact with is a customer and treats all with courtesy, respect, and the utmost professionalism.
Attends and represents the NHLC Financial Management section at professional conferences and trade shows to increase knowledge of licensees, fiscal operations, and controls.
