The State of New Hampshire, Department of Administrative Services, Commissioner's Office has a full-time vacancy for a Deferred Compensation Administrator.

Summary: The Administrator of the Public Employees Deferred Compensation Plan advises the New Hampshire Deferred Compensation Commission on policy issues and supervises all functions of the State of NH Public Employees Deferred Compensation Plan including administration, investment performance analysis and recommendations, capital market insight, budgeting, communications, participant and Commission education regarding public employee retirement issues, marketing, and regulatory compliance. The Administrator is responsible for overseeing contractors that provide auditing services, investment consulting services, recordkeeping and custody, investment management services, and marketing. Duties include identifying and implementing initiatives that are consistent with the Commission’s priorities, coordinating with agencies that provide additional functions and support for the Plan, informing the Commission of “best practice” developments in the industry, performing outreach to employee groups and unions, and providing regulatory guidance to political subdivision-sponsored deferred compensation plans.

Minimum Qualifications:

Education: Master's degree from a recognized college or university with major study in business administration, accounting, finance, public administration, economics, political science, or a related field.

Experience: Six years of experience in business administration, investment performance analysis, contracting, contract performance monitoring, budgeting, regulatory compliance, audit, and management or a related field, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. Possession of one of the following nationally-recognized professional designations: CFA, CLU, ChFC, CRC, RPA, CPA, CFP, or an equivalent designation may be substituted for two years of work experience.

Education: Bachelor's degree from a recognized college or university with major study in business administration, accounting, finance, public administration, economics, political science, or a related field.

Experience: Seven years of experience in business administration, investment performance analysis, contracting, contract performance monitoring, budgeting, regulatory compliance, audit, and management or a related field,, four years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management or related management experience. Possession of one of the following nationally-recognized professional designations: CFA, CLU, ChFC, CRC, RPA, CPA, CFP, or an equivalent designation may be substituted for two years of work experience.

License/Certification: Valid driver’s license or access to transportation.

Preferred Qualifications:

Previous retirement plan experience.

Is outgoing and has a desire to assist public employees and meet financial goals.

Responsibilities:

Develop, analyze, and make recommendations on Plan administration policy initiatives for Commission review and approval.

Develop Plan goals, objectives, policy statements, guidelines, administrative rules, and operating procedures for Commission review.

Oversee Plan operations on a daily basis, including interaction with local and regional representatives of the Plan administrator and state and local human resource contacts and participants.

Compile and distribute to Commission members and interested parties all Commission-related meeting notices, agendas, meeting materials, and meeting minutes as well as prepare written communication on behalf of the Commission. Serve as custodian of the Commission records.

Prepare the annual budget for Commission review and monitor expenditures, producing periodic reports for the Commission.

In ensuring that the Plan maintains its tax-qualified status, monitor and analyze proposed and new legislation, IRS rulings relative to 457(b) plans and related issues to determine possible impacts on the Plan and make recommendations to the Commission for required actions. Serve as point of contact for all Plan IRS correspondence, including any audit issues that arise.

As required, write requests for proposals (RFP) for Plan audit, administration, and consulting services and oversee the evaluation process for RFP responses received and draft written recommendations to the Commission for action.

Prepare contracts and contract amendments for both Commission consideration and Governor and Council approval in cooperation with the Attorney General and Department of Administrative Services procurement office.

Monitor ongoing contracts to ensure compliance and fulfillment of all points in the service contracts. Provide independent reconciliation and verification of data submitted by Plan administrator, financial consultant, and custodian.

Collaborate with the third-party Plan administrator to develop and coordinate custom educational programs for both participants and Commission members.

Participate in NAGDCA conferences, webinars, and other association events in order to promote best practices in the Plan and network with industry peers and service providers.
