The State of New Hampshire, Department of Transportation, Bureau of Finance & Contracts, has a full-time vacancy for an Accountant II.

Summary: Prepare and process all payroll transactions, including new hires, promotions, increment changes, terminations, and transfers to meet established standards and timetables. Reviews, verifies, and approves payroll and leave records in NHDOT’s timekeeping system and NHFIRST. Reconciles and analyzes payroll job cost accounting. Provide technical support to Bureaus, Districts, and administrative staff.

18 Months of additional relevant experience = Associate's degree

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Two (2) years of experience in accounting or auditing work, including some experience in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: None required.

PREFERRED QUALIFICATIONS: Proficiency in Microsoft Excel, NHFIRST Payroll and experience working with electronic timekeeping systems. Appropriate communication skills with all levels of agency personnel is required.

SPECIAL REQUIREMENTS: All accountabilities must be performed in accordance with State and Department rules and policies, including risk management, safety and environmental standards, regulations, and administrative orders.

Responsibilities:

· Analyzes, audits, reconciles, and approves bi-weekly payroll records in NHDOT’s timekeeping system. Requires verification and correction of edit warnings and/or errors in advance of preliminary payroll processing to ensure timely and accurate payroll submission to NHFIRST. Transmits audited and approved payroll records from NHDOT’s timekeeping system to NHFIRST.

· Audits and reconciles manual processes for evaluation of NHDOT-specific functions to include, but is not limited to, payment of winter/non-winter stipends, CDL medical card payments, premium pay and minus hours and additional payment(s) to volunteer plow drivers during the winter season using Microsoft Excel to track hours worked.

· Reviews, audits, and approves NHFIRST payroll entries. Process includes resolution of paid/unpaid leave discrepancies and manual correction of project and work class code errors. Manually calculates all retroactive payments for processing into NHFIRST. Creates PR35 and PR36 uploads using Excel add-in, then uploads to NHFIRST for each payroll period.

· Primary point of contact and lead trainer responsible for training Districts/Bureaus in use of NHFIRST and NHDOT’s timekeeping system on all matters pertaining to payroll and leave. Prepares and provides leave audits to supervisors and employees to ensure timely resolution of compensation-related matters. Explains local, State and Federal laws and policies and directives referenced to render the appropriate determination.

· Manually calculates retroactive payments, prepares stop-payment requests, and processes/prepares manual payroll checks when/as necessary. Monitors and tracks payroll time records for all part-time employees within the Agency. Completes and processes employment verification requests.

· Reconciles bi-weekly payroll and analysis of payroll data in NHFIRST and the Data Warehouse.

· Regularly communicates with department personnel and other State agencies on all payroll and leave-related matters. This includes contact with DAS Bureau of Accounts and Financial Data Management, NHDOT Human Resources, DoIT and NHDOT’s timekeeping office staff.

· Assists payroll supervisor with special projects or reports, recommends improvements to internal processes and workflow and provides backup to other positions within the Payroll section. Participates on committees and task groups as assigned. Provides backup for maintaining bureau time-off calendar and reconciles leave slips with NHDOT’s timekeeping system for the Bureau of Finance and Contracts personnel.
