Overview The IT Business Analyst 2 - Senior Security Analyst will take product development systems through various security requirements and Department security mandates. The position involves participating in or facilitating business process modeling and research efforts, acting as a consultant, and reviewing all documents relating to Assessment and Authorization (A&A) processes. The ideal candidate will bring previous experiences, best practices, and a collaborative attitude to help drive project deliverables and increased effectiveness in value and quality of software systems we create. Relationships: The IT Business Analyst 2 - Senior Security Analyst will receive direct government oversight, assignments, and directions from the assigned Government Office/ Program Director, through an assigned team leader. Duties and Responsibilities: * Provides A&A expertise in the application of best practices to standardize and enhance A&A processes, ensuring compliance with both federal and DOS requirements * Ensures A&A package is documented for General/Targeted Support Systems to comply with all federal and agency requirements * Prepares and/or revises A&A packages of application systems for review * Reviews and/or revises all A&A supporting documentation to ensure consistency across interrelated A&A package components and maintains the A&A and RMF documentation in the DOS XACTA repository * Provides security expertise and guidance to ensure the consistent application of A&A processes across all major information systems * Maintains and provides reports on the status of all A&A materials and supporting documentation * Coordinates the responses to A&A and RMF related questions from the application development team and system hosting back to the DOS control gates * Communicates project risks * Participates in meetings, acting as a documentarian, co-facilitator, facilitator, or subject matter expert in sketch sessions * Participates in business process management group efforts to collect and analyze metrics and continually improve processes owned by the group * Participates in root cause analysis to recommend product enhancements or other appropriate actions to improve productivity for both the business units and IT * Maintains all required documentation Professional Qualifications and Skills: * Citizenship o U.S. Citizenship required * Education o Bachelor's degree in business or computer science * Experience o Minimum of five (5) years of experience in IT security and C&A/A&A domains o Experience using Agile performance metrics to drive accountability and continuous improvement o Experience with data process modeling o Experience with JIRA o Experience with XACTA o Experience in and knowledge of Risk Management Framework (RMF) Steps 1-6 o Experience in and knowledge of Federal government background investigative systems o Preferred: Experience with MicroPact Entellitrak o Preferred: Department of State experience * Demonstration of senior level understanding and experience in NIST security guidelines * Ability to maintain a high level of energy and engagement * Solid communication proficiency, problem solving/analysis skills, negotiation skills, and collaboration skills. * Ability to present formally and informally * Professional competence and specialized knowledge base maintained by keeping abreast of emerging themes and best practices * Knowledge of and skill in applying analytical and evaluation techniques to plan, schedule, manage projects, and conduct studies * Excellent writing skills and command of the English language * Proficiency in Microsoft applications, including Word, PowerPoint, and Clearance Requirement: Position will be subject to a U.S. Government Security Investigation. Incumbent must possess or obtain/maintain a minimum a SECRET clearance, up to a TOP SECRET clearance as requested by the program. Interim clearances may be accepted by the COR with Government Program Manager's approval. Additional Qualifying Factors: As a condition of employment, must pass a pre-employment drug screening, as well as have acceptable reference and background check results.
