POSITION SUMMARY:
Under the direction of the Vice Provost for Research and Innovation, theDirector of Business and Grants Administration is the focalpoint for all grant budgeting and oversight of existing grant funding (over $10million per year). The position ensures that all budgets are correct and thatthe University is receiving all funding including cost recovery to which it isentitled. The Director supplies financial and compliance information to theAssociate Provost, Vice Provost, or Provost as required. The Director is theliaison with Planning and Budget, the Office of the Vice Provost, the Office ofthe Controller, and HR on all matters related to grant funding and spending.This position has the unique responsibility of access to all University grantsas well as the operating budget of the Office of Research and Innovation and its various departments. The responsibilities also include the authority toofficially submit proposals on behalf of the University and to support thesubmission of mandated reports to federal agencies such as NSF and NIH.Position manages the pre-award finances for all grant submissions to allagencies and sponsors.
DUTIES ANDRESPONSIBILITIES:

Provides oversight of alldepartment-operating budgets ($250,000), grant budgets and existing grantfunding (over $10 million per year). Ensures that all budgets are correct andcomply with federal regulations and that the University is receiving allfunding including cost recovery to which it is entitled.
Projects financial needs and overseesannual budget development. Anticipates needs of the Office of Research and Innovation.
Reviews grants budgets. Supervises allaccounting functions to ensure the fiscal year is closed out properly. Ensuresefficient coordination of various department and subsidiary financial
accounts by designing budgetingsystems and records that are compatible with the University's accounting andreporting systems.
Assists faculty and staff withinterpretation of University policies and procedures, this includes creatingformal training sessions.
Advises Associate Provost, ViceProvost and/or Provost, as required regarding financial decisions by providingaccurate information regarding the financial status of individual accounts andinterpreting University financial reports. Prepares detailed budget reports asrequested; audits current procedures to monitor and improve efficiency ofoperations and grant funding. Collects and analyzes financial and otherstatistical data for the preparation of financial and nonfinancial reports;establishes reporting deadlines for those providing data for these reports.Prepares various research reports for senior leadership.
Serves as liaison to various officeson campus which may include, the Department of Planning and Budget, the Officeof the Controller, Human Resources, Payroll, and Senior Vice Provost. Mainpoint of contact for all faculty grants on all human resources and payrollrelated matters. University point of contact for grant funding received. Approvesand submits payroll.
Collaborates with assignedinvestigators and all subaward institutions to develop, complete and submitgrant proposal budgets, ensuring that all costs are in compliance withinstitutional and sponsor policies. Manages the pre-award phase of grant budgetset-up, including award letter execution, account setup, check depositing andinternal announcements. Issues all subcontracts, consortium letters and grantextensions with collaborating sites ensuring documentation required is complete,agreements are executed, and invoices are sent in accordance with institutionaland sponsor guidelines.

REQUIREMENTS:
Minimum qualifications:
Bachelor's degreefrom an accredited institution and 5-8 years of progressively responsibleexperience.
Proficiency inMicrosoft Office software (Excel, Word, PowerPoint, Publisher) is required.
Preferredqualifications:
Master's degreein Business or Management is preferred from an accredited institution.
Prior experiencein an academic environment is preferred and highly desirable.
Familiarity withgrant management software preferred.
Knowledge ofacademic or educational institution procedures is preferred.
Alternately, thesuccessful candidate may possess any equivalent combination of experience andtraining, which provides the knowledge, skills and abilities required toperform the essential job functions. This includes, but is not limited to, thefollowing:
Financial and Accounting knowledgeincluding University Policy, use of Banner, and knowledge of federal, state,and local regulations for funding and use of funds. Ability to analyzefinancial and management data and provide information to management.
Ability to work with University staffand faculty to solve issues related to grant submission, changes, close out, ortransfer.
Knowledge of the federal requirementsfor the responsible conduct of research.
Understanding of governmental andnon-governmental regulations related to funding and accounting principles.
Demonstrated ability to work withother relevant departments of the University.
Attention todetail, flexibility, and the ability to multi task.
Ability toprioritize work assignments and work within deadline.
Ability to workwith minimal supervision.
Content ofprojects deemed confidential are expected to be treated as such.
