The Woodlands Township is Hiring a Senior Human Resources Generalist Near The Woodlands, TX

Position Summary: The mission of the Human Resources (HR) Department is to support The Woodlands Township in attracting and retaining top talent, rewarding employees with competitive pay and benefits, creating a positive and engaging workplace culture, and providing excellent customer service to employees. The Senior Human Resources Generalist advances this mission by partnering with clients to provide exceptional HR services, including but not limited to: recruitment, onboarding, culture/engagement, compensation administration, employee relations, performance management, training and professional development. As an integral member of the HR team, this position provides senior professional-level leadership and mentorship within the team and with client departments.
Essential Duties And Responsibilities
  • Develop, communicate, and administer Human Resources policies, procedures, and programs.
  • Confer with supervisors and employees on simple and complex employee relations matters, facilitating effective collaboration, problem solving, and conflict resolution.
  • Partner with client department management teams to identify existing and future staffing needs based on current and anticipated operations and initiatives. Develop and implement strategies and plans to meet staffing needs.
  • Oversee recruitment, selection, and onboarding processes for client groups, including but not limited to the following duties:
    • Create and/or review job descriptions to accurately reflect job duties and meet Township and legal requirements.
    • Develop recruiting strategies for open positions, including drafting and placing internal and external job postings and advertising using a variety of media.
    • Review and screen applicants and refer candidates for additional interviews.
    • Provide information on Township services, workplace culture, and job opportunities to potential applicants.
    • Identify and coordinate appropriate and effective selection testing for identified positions; perform reference and background checks.
  • Administer Township drug and alcohol policies with appropriate vendors, including pre-employment, random, and for-cause drug and alcohol testing.
  • Support payroll functions by processing personnel action forms and reviewing timecards in required timeframes.
  • Perform compensation administration activities, including but not limited to determining salaries, processing promotions, step pay changes, and conducting/responding to market compensation and benefit surveys.
  • Review Township compensation structures and pay plans and recommend adjustments when warranted by market conditions.
  • Administer performance evaluation processes, succession planning activities, and lead workplace culture/engagement initiatives.
  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance.
  • Maintain and share knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Conduct investigations of employee concerns and grievances, report findings and provide recommendations to HR management, and respond to complaints.
  • Coordinate and facilitate employee grievance meetings, disciplinary meetings, and terminations.
  • Update employee files to document personnel actions, answer inquiries and provide information to authorized persons.
  • Prepare employee separation notices and related documentation, conduct exit interviews to determine reasons behind separations, make recommendations based on feedback.
  • Conduct focus groups, listening sessions, orientations, training, and professional development programs.
  • Perform other duties as assigned.
Minimum Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Educations: Bachelor's Degree (B. A.) in Human Resources, Business Administration or related course of study from four-year College or university.
Experience: Five (5) years of related experience and/or training; or equivalent combination of education and experience. Ability to fluently converse and write in Spanish a plus.
Licenses And Certifications
  • Must possess a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
  • Professional Human Resources Certification preferred.
Computer skills: Strong skills with Microsoft Office software including Outlook, Word, Excel, PowerPoint, and Teams. Prior experience with HRIS software, specifically Paycom, preferred.
