As the Technical Project Manager, you will bridge the gap between our technical team and project stakeholders for large software applications and platforms. This role provides oversight to a team of product owners, developers, and test engineers while collaborating with a team of clients and vendors to ensure the successful delivery of complex engineering projects. This role demands a combination of project management expertise and technical acumen, enabling you to oversee project execution, manage risks, and ensure that technical solutions meet business objectives.
The ideal candidate is someone who has demonstrated experience implementing and managing an Agile software development framework, leading Scrum teams as a Scrum Master, and supporting multiple technical aspects within project management and the Software Development Life Cycle.
Core Responsibilities
  • Coordinate with clients and internal teams to understand project constraints such as scope, timeline, resources, and budget
  • Create and maintain project plans documenting scope, timeline, resources, and budget to track progress through the project lifecycle
  • Act as the primary point of contact for clients by addressing questions, communicating progress, and capturing feedback
  • Understand the technical subject matter to be able to identify and anticipate risks, challenges, and dependencies, as well as provide mitigation strategies for these risks
  • Use technical knowledge to effectively communicate concepts between technical and non-technical teams
  • Facilitate the communication of cross-functional teams, including product, engineering, administration, and client teams
  • Guide software development projects through the entire SDLC, ensuring tasks, milestones, and deliverables meet deadlines, quality standards, and align with client feature requests and expectations
  • Lead Scrum ceremonies to efficiently break down, refine, allocate, and track development work
  • Proactively engage with clients and partners to build trust and ensure satisfaction; navigate potential issues by escalating them through the appropriate channels
  • Collaborate with Product Owners to prioritize and define Epics and User Stories, ensuring project alignment with client needs
  • Document User Stories and Acceptance Criteria in Jira, fostering transparency and clarity for development teams
  • Champion the use of project management applications, resources, and tools. Provide training and promote standardized usage across teams
  • Filter and share client information and feedback with internal teams in a timely manner, ensuring expectations are aligned
  • Organize incoming client files for easy access and distribution
  • Understand and ensure all required company, DoD and NISP security requirements are enforced on classified and unclassified projects
  • Conduct quality reviews and help identify, track, and troubleshoot potential development issues or bugs
  • Establish and implement key performance indicators (KPIs) and reporting processes to track project performance, including areas such as project cost analysis, milestone and task completion rates, and resource allocation
  • Conduct weekly reviews of timesheets and ensure compliance with reporting requirements
  • Manage and audit project hours, ensuring tasks adhere to budgeted timeframes
  • Assist with creating and updating project documentation, including user guides, setup guides, and quick start guides
  • Maintain flexibility to address client concerns, including outside of typical office hours when necessary
  • Ability to work on client-site at least 50% of the time
  • Ability to travel up to 50%
RequirementsCapabilities That Will Enable Your Success
  • A bachelor's degree in a field related to technology, such as computer science, engineering, IT, or management information systems
  • 5 years of experience leading cross-functional Scrum teams as a Technical Project Manager on software development projects
  • 5 years of experience in applying Agile/Scrum methodologies
  • 3 years of Jira/Confluence experience
  • Expert-level project management skills
  • Ability to adapt to a fast-paced project
  • Strong background in Agile SCRUM methodologies, with practical experience in applying these principles to project management
  • Proven experience in leading complex projects with large, distributed teams, with a focus on integration and synchronization of sub-projects
  • Exceptional consensus-building skills, with the ability to bring together diverse stakeholders and foster a collaborative working environment
  • Experience working on projects supporting government contracts or DoD programs
Preferred Capabilities
  • 7 years of experience leading cross-functional Scrum teams as a Technical Project Manager on software development projects
  • 5 years of Jira/Confluence experience
  • Experience working on projects as an engineer or software developer
  • Experience managing technical projects that involve UAV, robotics, or Model-Based Systems Engineering (MBSE)
  • PMP, Scrum Master, or other accredited Project Management certifications
Clearance Requirements
  • All applicants must be a US citizen and hold at a minimum an active "Secret" clearance level due to the nature of the projects
