THE COMPANY: The Dutchess County Local Development Corporation (DCLDC) is a Not-For-Profit Corporation created by the Dutchess County government under the New York Not-For-Profit Corporation Law 2010 to promote economic development and job creation in Dutchess County. The DCLDC induces companies to invest capital in projects that create jobs and increase the county’s tax base, thereby improving the quality of life for Dutchess County residents.

OUR MISSION: The mission of the Dutchess County Local Development Corporation is to reduce underemployment and increase employment; provide assistance and financial incentives for the formation, retention, expansion, and attraction of not for profit and for-profit business to improve the economic vitality of the County.

THE POSITION: The Compliance Associate will be responsible for the day-to-day management, maintenance, data accuracy and enforcement of a diversified portfolio of Dutchess County Industrial Development Agency (DCIDA), Dutchess County Local Development Corporation (DCLDC) and Think Dutchess agreements. This person will also be responsible for assisting in reporting, reconciliations, portfolio and database management, and maintain compliance with applicable federal, state and local laws and regulations as well as internal policies.

PRIMARY RESPONSIBILITIES:

  • Directs, interprets, and assures compliance with federal, state and local laws and regulations including Public Authorities Accountability Act and New York State General Municipal Law.
  • Responsible for the collection, data verification and compilation of complex reports to various oversight authorities as require by law as well as internal policies.
  • Verifies and maintains client compliance with various agreements including employment, financials, subtenant, fee requirements, and sales tax filings.
  • Maintains and updates project files in agency database. Prepares and distributes correspondence to clients explaining compliance requirements and meets with clients to explain requirements, as necessary.
  • Maintains files and drafts correspondence documenting client compliance, defaults, and corrective actions.
  • Researches, analyzes, and reviews reports to determine compliance-related trends; evaluates effectiveness, efficiency, and reliability of current procedures.
  • Coordinate PILOT payment collections and payments
  • Work with Executive Director to compile and input data for PARIS reporting
  • Assist with developing and delivering presentations to Board of Directors and/or various internal committees
  • Monitors subcontractors for compliance with local, state and federal regulations
  • Ensures agency compliance with internal policies and procedures.
  • Develops, initiates, maintains and revises policies and procedures for the general operation of the compliance program including the accounting policies, procedures and internal controls.
  • Act as the Freedom of Information Officer of the Agency in accordance with the provisions of the New York State Freedom of Information Law
  • Maintain database for reporting.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree or equivalent in business, economics, public administration or related field.
  • 1-2 years in workforce experience preferred.
  • Basic to intermediate capabilities using Microsoft Word, Excel, Power Point and CRM.
  • Strong mathematics, accounting, and reconciliation skills preferred.
  • Strong analytical skills with the ability to collect, organize, review and disseminate significant amount of information with attention to detail and accuracy.

Job Type: Full-time

Pay: $50,000.00 - $65,000.00 per year
