Position Summary: We are seeking a Senior Technical Support Specialist to provide comprehensive technical expertise and support for security management initiatives at the United States Naval Observatory (USNO) in Washington, D.C. The USNO is a pivotal institution supporting national defense, navigation, and scientific research, requiring robust security measures to safeguard its facilities, personnel, and sensitive information.

Key Responsibilities:

1. Technical Expertise: Provide advanced technical support in the implementation and maintenance of security systems and technologies, including but not limited to access control systems, surveillance systems, and emergency communication systems.
2. System Administration: Manage and administer Defense Information System (DISS) and other government tracking systems required for security clearance processes and compliance with federal regulations.
3. Troubleshooting and Resolution: Diagnose and resolve technical issues related to security systems promptly and effectively to minimize downtime and ensure continuous operational readiness.
4. Security System Enhancement: Collaborate with the Security Manager and IT teams to assess security system capabilities, identify areas for improvement, and implement upgrades or enhancements as necessary.
5. Documentation and Reporting: Maintain accurate documentation of technical procedures, system configurations, and incident reports. Prepare monthly progress reports highlighting achievements, challenges, and recommendations for improvements.
6. Training and Support: Provide technical training and support to security personnel on the operation, maintenance, and troubleshooting of security systems and technologies.

Requirements:

• Technical Proficiency: Demonstrated experience in technical support roles with a strong understanding of security systems such as access control, surveillance, and emergency communication systems.
• Security Clearance: Active TS/SCI security clearance as per DD 254 requirements.
• Regulatory Compliance: Familiarity with security protocols and procedures in alignment with federal regulations, including ICD 705, 704, NISPOM, M-5510.30C, and M5510.36B.
• Problem-Solving Skills: Ability to analyze complex technical issues, propose solutions, and implement effective resolutions in a timely manner.
• Communication Skills: Excellent verbal and written communication skills to interact effectively with technical teams, security personnel, and stakeholders.

Facilities and Equipment:

• USNO will provide necessary computer equipment, software, and access to government tracking systems required for the role.

Reporting:

• Document all technical processes and reports generated during contract performance in accordance with USNO guidelines.
• Provide detailed monthly progress reports to USNO, highlighting accomplishments and areas requiring government support or guidance.

Period of Performance:

• The initial contract period is from August 1, 2024, to July 31, 2025, with potential for extension based on performance and project requirements.
