The Objective: 

Port State Control Administrator handles the majority of the administrative procedure between the placement of the detention on the vessel and the notification of the International Maritime Organization (IMO). The procedure starts with the submission of a detention report via email. That report is sent by the Coast Guard inspection office to the office of Commercial Vessel Compliance at Coast Guard Headquarters. The report is received and reviewed by the PSC Amin. Upon completion, the PSC Admin enters the data into an MS Access database (ICOD), CG-CVC-2 Portal Detention Tracker and Marine Information for Safety and Law Enforcement (MISLE) databases.

The Details:

  • Primary Responsibility: Maintain the Port State Control (PSC) and Marine Information for Safety & Law Enforcement (MISLE) database for the U.S. Coast Guard’s Headquarters Port State Control Program.
  • Review and enter IMO detention reports into the Port State Control (PSC) database and CG Portable Detention Tracker.· Generate and mail notification letters to associated owners, operator, classification societies, and flag States for each vessel subject to a PSC control action.
  • Created weekly backups of ICOD2 and QS21 databases.· Assumed responsibilities of Program Manager while simultaneously executing the duties & responsibilities as Program Administrator for the Port State Control Program (PSC).
  • Ensured all contractual deliverables are met. Prepare Monthly CVC reports of contract deliverables.
  • Ensure that all company rules & regulations are observed and followed.
  • Perform evaluations of vessel submitted by companies for eligibility into the USCG’s quality shipping in the Twenty First Century Program (Qualship 21) & Large Fleet Designation Program.
  • Maintain an organized electronic filing system of PSC detention reports and relevant documentation.
  • Enter special notes into the Marine Information for Safety and Law Enforcement (MISLE) data system, capturing PSC operational controls.
  • Receive notification of detention report via E-mail or MISLE.

Additional Requirements:

  • High school diploma
  •  Associate degree preferred, but not required
  • 5 years related experience

Background and Experience:

  • Over 20 years of experience working with the US Coast Guard (USCG) Port State Control Program and with the USCG databases.
  • Excellent communication skills, both verbal and written.
  • Proficient in Microsoft Office and the USCG databases, including USCG Qualship 21 (QS21) and Marine Information for Safety & Law Enforcement (MISLE).

Required Technical Skills:

  • Proficient in Microsoft Office Suite: Able to utilize Microsoft applications to track data and generate reports.
  • Able to utilize Government Furnished Equipment (GFE) to prepare correspondence related to PSC by importing data obtained from earlier queries for USCG review and approval.

Physical Demands and Work Environment:

  • General office environment. Work is generally sedentary but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
  • 10 lbs. maximum lifting, occasional lift/carry of small articles
  • Occasionally required to stand; frequently required to walk and sit
  • Continually required to utilize hand and finger dexterity
  • Continually required to talk or hear
  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard
