Scope of Work:

The primary purpose of this position is to manage assets for the following civil systems:

  1. Pavements –street/parking lot, airfield, airfield landing strips (turf), and architectural rigid pavement (cadet area).
  2. Utility systems – water and sewer (water quality, leak detection, master planning, lift stations, wastewater treatment plant, septic tanks, etc.)
  3. Non-potable well, associated piping systems and their metering.
  4. Potable and non-potable water systems, to include storage, piping, pumps, backflow devices, etc.
  5. Managing multiple dams (non-potable reservoirs and recreational lakes) for integrity and repair and support for State of Colorado inspections.
  6. Storm drain systems.
  7. Provide support for bridge inspections.

And to continual monitor the above systems for near term and long term project programming.

Responsibilities:

  • Assess, report, track the above systems and develop report quarterly reports.
  • Support and defend projects each year for short and long term execution – be the champion expert
  • Work with the shop craftsmen to develop projects and evaluate priorities
  • Work with shop craftsmen and develop relationships with craftsmen – to be the liaison between the Engineering Branch engineers and the shop craftsmen.
  • Be responsible for the following Activity Management Plans:
    • Dams, Reservoirs and Lakes
    • Pavements and Airfield Pavements
    • Potable and Non-Potable Water Systems
    • Wastewater and Stormwater Systems
  • Support and assist the Engineering Design Branch with feedback and support to projects under design, assist with technical evaluation of Engineering Design Branch projects.
  • Apply knowledge of design principles, construction procedures and building codes.
  • Prepare statements of work, cost estimates, and alternatives for initial review of requirements
  • Prepare reports and presentations to explain the pros and cons of project alternatives.
  • Complete in-house designs for small-scale projects.
  • Analyze survey reports, traffic engineering studies, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to manage projects.
  • Assist in the planning and design of piping systems (water, wastewater and stormwater), following construction and government standards using software and drawing tools as available.
  • Compute grade requirements and water flow rates to determine storm water design details.
  • Performs other related duties as assigned.

Minimum Requirements:

  • Have 4 years in-depth experience in civil engineering design, cost estimating, project management, and facilities maintenance.
  • Experience with AutoCAD preferred. Experience with anti-terrorism/force protection, bridges, water distribution systems, wastewater systems, dams, roads, and pavements.
  • Experience in code compliance reviews, sustainable design, water distribution, wastewater collection and treatment, open storm water drainage, and pavements design/maintenance is preferred.
  • Civil Engineers shall be degreed to perform responsibilities associated with facilities maintenance, design, and construction.
  • Degree shall be a Bachelor of Science Degree in Civil Engineering (BSCE) from an ABET accredited university program.
  • Registered Professional Engineer licensed in the State of Colorado, or registration in another state that can be transferred to Colorado within one (1) year.
  • Prolonged standing, sitting, and computer work.
  • Must be well organized with extremely good time management skills.
  • Must possess analytical abilities necessary to manage complex administrative, organizational, and contract matters.
  • Knowledge of office automation software (MS Outlook, MS Office including PowerPoint, Word, and Excel) required.
  • Must be able to successfully complete a National Agency Check with Inquiries (Tier 1) background check.
  • Must have and maintain a valid state driver’s license.
  • Must be able to successfully complete a drug/alcohol test and a criminal record check.
  • For positions requiring use of a Company and/or Customer vehicle, must have a safe driving record, as defined by Company policy.
  • Must possess the ability to work independently or in a team and be able to change priorities on short notice.
  • Highly organized and detail oriented.
  • A proactive and solution-oriented mindset.
  • Cultural sensitivity and an understanding of tribal values and communities.
  • Good organizational skills and ability to prioritize multiple tasks in order to meet schedules. 
  • Ability to work well in a team and meet tight deadlines in a fast page environment.
  • Ability to set schedules for proposal efforts and keep team on schedule.
  • Proficiency in Microsoft suite, including Word, Excel, PowerPoint, Visio, and Project.
  • Must have excellent verbal and written communication skills. 
  • All conferences, workshops and seminars as deemed necessary by the supervisor or the position. Completes all safety, anti-terrorism, fire extinguisher, asbestos awareness, and any other local, state, federal, installation required, and any other training deemed necessary by the supervisor or position.
