THTBC’s IT, Engineering and Professional Services (ITEPS) division has an immediate opening for a Capture Manager. This is an onsite (potentially hybrid) role at our Falls Church, VA office.

This position plays a critical role in driving the division’s long-term growth in the DoD IT, cybersecurity and system modernization market. The selected candidate will be responsible for leading capture for a dynamic growth mission, and will work closely with the Division VP, as well as additional THTBC business development resources to ensure achievement of near and long-term strategic growth objectives for the company.

The ideal candidate will have demonstrated experience successfully leading medium to large captures, to include extensive experience with customer engagement, strategy development, resource planning, and acquisition processes. The successful candidate will have demonstrated experience leading diverse teams, be a strong communicator, and be able to work successfully within a diverse customer arena. The candidate will possess an ITEPS background that enables them to develop opportunity pursuit strategies, win themes, technical discriminators, and the ability to communicate effectively with technical leaders, procurement/legal principals, architects and business leaders. He/she must have demonstrated ability to identify, pursue, and win contracts in the Federal Government market. The candidate must be able to build and convey compelling value propositions that strategically address customers’ mission, product, and technical challenges.

Primary Roles and Responsibilities Include:

  • Lead business development and capture efforts including but not limited to agency/customer contact initiation, opportunity identification and analysis, competitive intelligence gathering, gap analysis, teaming strategies development, and negotiation of terms & agreements in collaboration with internal Legal, Contracts, and Pricing teams.
  • Develop clear and concise Win Themes and Value Propositions for the capture.
  • Understand the customer marketplace, stakeholder customer organizations and budgets to identify market drivers and trends and develop strategies. Lead the development of customer profiles, including customer needs, challenges, desires, and biases.
  • Maintain relationships with internal stakeholders and functional organizations involved in program capture.
  • Develop and maintain strong relationships with teaming partners and industry associations to help drive partnerships.
  • Coordinate and collaborate with both ITEPS and BOS line of business management, business and finance, contracts and global supply chain.
  • Development and management of capture project funds, schedule, and execution.
  • Support the fiscal management of capture budgets, to include resource prioritization.
  • Leading the securing of RFPs, preparation of proposals, and support to negotiating and definitizing contracts.
  • Prepare and lead Milestone Reviews to corporate leadership, and other reviews as required once opportunity has been assigned. 
  • Drive qualified opportunities through the Gate Review process to achieve proposal win.
  • Guiding proposal development including managing process, writing proposal responses and the development of pricing to deliver compelling and compliant proposals.
  • Excellent communication skills and ability to effectively interact with the customer, program management, business unit and supply base executives and functional management.
  • Develop, implement, and manage processes and strategies that results in an increased capture PWin and improved win rate.

Minimum Requirements:

  • BS/B.A. is preferred. Will consider experience in lieu of degree.
  • Exceptional leadership, collaboration, and team building skills.
  • Proven record of success capturing and winning DoD IT, cybersecurity, software modernization opportunities (single award > $50M captures).
  • Demonstrated success communicating and leveraging 8(a) value proposition to partners and customers preferred.
  • Ability to effectively work multiple capture assignments simultaneously.
  • Must possess strong communication and organizational skills to meet schedules and effectively manage conflicting deadlines.
  • Experience working with senior management and multiple disciplines within the organization (technical, operations, business development, pricing, contracts, etc.) to achieve success.
  • Highly proficient in Microsoft Office products including Word, Excel, PowerPoint, Visio, Project.
