The position is located in Glendale, AZ.

Position Summary:

Under general supervision, performs complex technical regulatory work to determine compliance with applicable tribal, state laws and compacts, regulations for the purpose of supporting a tribal gaming license and state certification. Ensures compliance with the Indian Gaming Regulatory Act (IGRA) and National Indian Gaming Commission (NIGC).

The work is normally reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness and conformance to established standards; major work tasks are covered by instructions or procedures and unusual situations are referred to a supervisor.

Essential Duties and Responsibilities:

  • Coordinates activities, as directed between gaming applicant and Licensing Investigators for the purpose of individuals obtaining a tribal gaming license and state certification as it pertains to Class II and Class III Gaming pursuant to the Compact and Tribal Gaming Ordinance.
  • Completes complex technical regulatory work, such as scanning all hard copy applications and documents necessary to prepare for background investigation, by using an automated Records Management System (R2M).
  • Maintains the automated Records Management System (R2M), by keeping it clean and serviced and up to date to ensure the preparation of statistical data is an effective part of the licensing program.
  • Reviews all applications for gaming license or certifications to ensure completeness and accuracy.
  • Processes fingerprints for prospective vendors and employees and dispatching prints to appropriate State and Federal agencies for records search.
  • Communicates with the Licensing Investigators regarding all aspects for the licensing and certification process.
  • Maintains precise and accurate records including confidential employee and vendor files by utilizing a computerized database and filing system as directed.
  • Issues temporary, permanent and renewal gaming badges to employees using computerized badge system, while maintaining the database for retrieval of information, and ensuring the badge is accurately coded by security.
  • Provides administrative support by filing, sorting, copying, collating information; fulfilling requests for information.
  • Communicates regularly with casino operations, human resource department in updating casino employee information.
  • Ensures gaming applications and necessary documents with appropriate cover letter materials are sent to the Arizona Department of Gaming within the prescribed time frame.
  • Performs other job related duties as assigned and contributes to a team effort.

Knowledge, Skills, and Abilities:

  • Knowledge of the Tohono O'odham culture, customs, and traditions.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of automated and confidential records management procedures, practices and techniques.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in operating automated fingerprint systems and automated records management systems.
  • Skill in providing superior customer service to external and internal customers.
  • Ability to utilize automated fingerprint system.
  • Ability to operate and maintain automated records management systems.
  • Ability to prepare complex employee and vendor files, reports and other documents.
  • Ability to write memos, correspondence, and reports.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.
  • Ability to maintain privileged confidential information.
  • Ability to work independently and meet strict time lines.
  • Ability to work extended hours and various work schedules including nights, weekends and holidays.

Minimum Qualifications:

Associates Degree in Information Systems or closely related field, and four years' work experience in gaming operations or automated records information systems, or an equivalent combination of training, education, and work experience which demonstrates the ability to perform the duties of this position.

Licenses, Certifications, Special Requirements:

  • Must be certified by the Arizona Department of Gaming and/or Licensed by the Tohono O'odham Nation before hire.
  • Must demonstrate seventy percent proficiency in grammar, spelling and math.
  • Capable of obtaining Notary Public Certification.
  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.
  • May require possessing and maintaining a valid driver's license, (no DUIs or major traffic citations within the last three years).
  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
  • Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham Language and English as a condition of employment.
