We are a growing organization seeking a talented HR Advisor to join our team as a pivotal member here at PBF Energy. This role is located at Torrance Refining Company in Torrance, CA. Job Summary The Human Resources Advisor is responsible for performing responsibilities in the following functional areas: recruiting, short-term and long-term disability program (including FMLA), Attendance Management Program, employee/labor relations, and annual performance reviews among other various job duties. Principle Responsibilities: Recruiting & Onboarding Coordinates with Hiring Managers to determine staffing needs to plan and execute recruiting and hiring programs for all exempt and non-exempt personnel and internships Develops and maintains relationships with localized recruiting agencies, colleges, training centers and other sources Locates and participates in recruitment activities such as job fairs, career days, etc. Utilizes the site’s requisition process to ensure that all approvals are obtained prior to posting the position online Screens resumes systematically to obtain the most qualified candidates for the interview process Conducts phone screens and onsite interviews with Hiring Manager Drafts and extends offer letters to prospective candidates Initiates background checks, physical requests, and other pre-employment requirements Facilitates onboarding to communicate essential information to new employees Maintains onboarding material to ensure all information provided is current Obtains all required documentation from new hires Benefits Administration Performs benefits administration and reporting, approves invoices for payment, and communicates accurate benefit information to all personnel Participates in circuit conference calls to ensure the site is compliant with the most recent benefit packages and to share best practices with other sites Coordinates with Corporate Benefits team members to schedule and conduct Open Enrollment Sessions for all refinery personnel on an annual basis Processes qualified event changes in accordance with Federal regulatory deadlines and obtains required documentation Assists employees with various benefits questions Resolves benefits issues in a professional manner and escalates necessary matters to the HR Supervisor and/or HR Manager as needed Educates employees on pension benefits, reviews retirement eligibility of personnel, and processes retirements Short Term & Long Term Disability Program / FMLA Ensures that employees comply with the Absence Reporting Procedure and reminds employees to file a Short Term Disability (STD) claim with the organization’s third-party vendor Monitors STD claim status to verify whether the employee’s claim has been approved or denied by the third-party vendor Distributes timely notifications to personnel that will transition into a 65% pay status as a result of STD Leave or into the Long Term Disability (LTD) Program Verifies that an employee qualifies for FMLA protection (based upon the FMLA Act of 1993) and enters the eligible FMLA absences into a tracking report Notifies employees whether the FMLA request has been approved or denied Attendance Management Program Coordinates with the site’s Medical staff to determine whether absences are classified as protected or non-protected Updates the Absence Tracking Report each pay period to maintain a list of occurrences for each employee Drafts disciplinary letters for personnel entering or advancing within the Attendance Management Program Schedules and administers attendance disciplines accordingly with employees, supervision, and Local Union representation Employee / Labor Relations Administers the Collective Bargaining Agreement in a consistent manner and partners with Company and Local Union leadership to resolve employee concerns Provides assistance, such as collecting data as needed, to the Sr. HR Advisor and HR Manager during contract negotiations Annual Performance Reviews Assists supervision with drafting performance reviews as needed Monitors the completion status of assigned performance reviews Miscellaneous Develops and conducts various HR training sessions to communicate policies to refinery personnel Drafts various employee announcements to ensure alignment on personnel changes, policies, etc. Maintains the Retirement Eligibility Report and distributes to key stakeholders Conducts exit interviews with personnel leaving the organization and provides summaries to appropriate supervisory levels Maintains compliance with federal, state, and local employment and benefits laws and regulations Ensures that the Bulletin Board Owners List remains updated and posts regulatory fliers in assigned areas Performs additional HR duties as assigned Job Qualifications Bachelor’s Degree (preferably in Human Resources or related business field) and 5 years of HR experience required OR 10 years of HR experience required SHRM Certified Professional (SHRM-SCP) or SHRM Senior Certified Professional (SHRM-CP) credential preferred Advanced degree or certification (PHR, SPHR, etc.) preferred 3 years of HR experience within an oil and gas industry preferred Experience managing an HRIS database preferred This description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee. The compensation range listed in this posting is in compliance with applicable state law. Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation. Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases.
