Purpose of Job:

This position is responsible for the project management, supervision, and sustaining the relationships that drive our company towards successfully constructing complex and unique vessels. The candidate must develop and maintain strong relationships with our customers and key internal stakeholders. This position will be located in Jacksonville, FL. Remote work may be considered for candidates with experience significantly in excess of the preferred criteria.

The Project Manager (PM) will be responsible for new vessel design project(s) focused on the transport and delivery of emerging alternative fuels. TOTE Services is seeking a PM to lead the development of the design and compatibility studies for an ammonia bunkering Articulated Tug-Barge (ATB) for operations in the U.S. East Coast. This would include the completion of a preliminary design package to support shipyard selection, contract development, financial modeling, vendor engagement, and all other elements necessary to successfully award a new construction shipbuilding contract.

The preferred candidate will have a demonstrated history of bringing complex, first-of-class ship design projects to life and stewarding the process through shipyard contract execution. Preference will be given to candidates with experience developing maritime projects where the regulatory process is not fully defined and/or with LNG, ammonia, or other emerging fuel technologies.

The PM will be responsible for maintaining compliance with all contract requirements and support the implementation of key processes and plans throughout the duration of the project. The PM will interact and communicate with various stakeholders, including shipyard representatives, ABS, USCG, subcontractors, and TOTE leadership. Strong written and verbal communication skills are necessary.

Main Duties and Responsibilities:

  • Promote the TOTE Services safety culture and adhere to all safety guidelines. Make safety a priority in everything we do and seek opportunities for continuous improvement.
  • Provide broad leadership and supervision in all facets of project development, including design maturity, vendor selection, shipyard negotiations, subcontract management, compliance, and other contractual and administrative functions.
  • Communicate frequently with the Client and be a trusted advisor. Keep the Client apprised of all key issues and risk areas and steward projects from concept design through shipyard execution.
  • Maintain strong relationships with ABS and USCG to resolve complex design and construction issues throughout the duration of the project, including regulatory compliance around ammonia cargo handling and bunkering systems.
  • Coordinate and oversee HAZID/HAZOP workshops to evaluate operational and design risks and produce cost-effective, compliant solutions that meet all stakeholder and regulatory requirements.
  • Evaluate and select key system integrators for the cargo handling and bunkering systems to produce safe, reliable, and compliant design solutions for cargo delivery, automation, and monitoring systems.
  • Produce initial plans and recurring project status reports for the Client and internal stakeholders that include safety updates, financial updates, risk evaluation/mitigation, and schedule considerations.
  • Oversee all financial reporting and billing related to the project.
  • Communicate regularly with management and with the various teams that support construction projects and other personnel as required. Provides instruction as necessary with regards to contractual and company requirements/ procedures.
  • Remain engaged with industry partners to understand the impact of emerging regulations related to alternative fuels and emissions standards, and how these changes will impact TOTE Services’ ongoing projects and market strategy.

Skills:

  • 8 Years of combined maritime project management, design, engineering, and/or new vessel construction experience.
  • Ability to read and comprehend contracts.
  • Financial acumen to develop budget, develop long-term plans, and contribute to financial models.
  • Experience working with ABS and USCG to effectively overcome complex regulatory challenges.
  • Demonstrated history of developing green energy solutions strongly preferred, namely LNG, ammonia, or other similar technologies.
  • Excellent organizational skills.
  • Ability to communicate effectively with various stakeholders, teaming partners, clients and TOTE executives.
  • Comfortable working independently with limited supervision.

Education:

4-year degree or relevant experience in marine transportation, construction management, shipyard management, naval architecture, or marine engineering.
