Communications Center Non-Union Level 6Job Summary:
Responsible for the supervision, efficiency and effectiveness of the Emergency Dispatchers, and shall carry out the planning, development, coordination, management, and operation of the Emergency Communications Center, its systems and programs. Provides daily supervision and work assignment. Performs Emergency Dispatcher duties and responsibilities. Oversees recruitment, training, certification, review of work and performance of assigned staff. Performs variety of clerical, administrative and technical work associated with forming a regional emergency communications center with other political entities. Supervision Received:
Work is performed under the broad supervision of the Amherst Police and Fire Chiefs or their designees, who outline policy, assign, specific duties and responsibilities, review work and evaluate performance. Performs regular routine duties on own initiative with considerable independence. May require direction in complex situations from Police, Fire, or Emergency Medical personnel. Work is reviewed for the quality of service provided to the public through the examination of records and recordings.Supervision Exercised:
Manages and supervises the operation of the emergency communication center, and any efforts to secure regionalization. Provide leadership, work assignments, delegation and guidance and evaluation to emergency communication center personnel. Major Duties:
1. Schedules and supervises the day-to-day operations of the emergency communications center including overseeing and ensuring successful completion of duties and tasks assigned to other emergency dispatchers. Reviews and submits payroll and proposes budget for the dispatch area.2. Prepares periodic financial and operational reports on the operation of the emergency communication center and implements budgetary oversight as directed and necessary. Ensures Amherst Communications Center is current with all State required documentation. Ensures Amherst Communication Center maintains standards to serve as a Certified Emergency Medical Dispatch Resource for the communities served by The Amherst Fire Department EMS service3. Performs the tasks of an emergency dispatcher, including but not limited to monitoring phones, radio, and video in the dispatch center, answers all incoming calls and ascertains nature of call, gathers all necessary information to transmit or relay. Utilizes standard protocols in dispatching all calls. In cases of emergency medical calls, maintains contact with the caller to give instruction per protocols.4. Dispatches police, fire and emergency medical response vehicles for emergency responses. In cases of multi jurisdictions, maintains communications with all responders involved in incident. Requests resources as directed by responding personnel or departmental protocol. Broadcasts nature, location and time of incident; contacts all required personnel; ensures the presence of reserve units by contacting personnel designated for call-back; relays information as required.5. Coordinates and collaborates with the Amherst Fire Chief and other Hazardous Material Emergency Response Team Supervisory staff to ensure emergency communication center personnel and policies are in compliance with HAZMAT Team communication needs.6. Through computer aided dispatch (CAD) maintains logs of radio and telephone communications, location of personnel and equipment. In the event of an emergency situation, maintains on-going contact with the responding personnel keeping them informed of all incoming pertinent information; alerts personnel about various information such as traffic lights out and streets closed.7. Maintains dispatch center work area and equipment in clean and working condition. Keeps abreast of all communications center guidelines, directives, announcements, and special orders. Assists in the initial 911 Emergency Dispatcher certification and training of new employees and ongoing refresher training.8. Operates radios as needed and assists in radio communications; operates base radio as required. Enters and retrieves a variety of data and extracts required data from computer and other information systems, maintaining reports and records as required or requested, per departmental standards. Inputs data to standard office and department forms, both manual and automated; makes simple postings to various reports; compiles and tabulates data.9. Maintains thorough knowledge of the mapping systems of the towns served. Broadcast pertinent weather bulletins or other civil defense bulletins.10. Serves as the liaison between the Town of Amherst and a variety of State agencies and as the primary vendor contact for all Communication Center procurements, including oversight of state and federal dispatch maintenance and training grants.11. Performs other duties as assigned and consistent with position.Minimum Qualifications:
Associates Degree in communications, business administration, government administration, public safety or related field and five years experience in the field of public safety communications including managing complex electronic and data retrieval systems, or any equivalent combination of education and experience.Working knowledge of computers and electronic data processing; working knowledge of modern office practices and procedures. Skill in operating listed tools and equipment. Ability to collaborate with state and municipal officials; to communicate effectively both verbally and in writing; and to handle stressful situations.Special Requirements:
Must be able to successfully complete background investigation with no felony convictions. Must be able to obtain and maintain certifications in Emergency Dispatch, Emergency Medical Dispatch (EMD) and HazMat Dispatch.Tools and Equipment Used:
Communications switchboard, including computer-aided systems; personal computer including word processing software; copy and fax machines; radio.Physical Demands:
