Town of Andover is Hiring a Public Grounds Laborer Near Andover, MA

Under the general direction of the Highway Superintendent and Parks & Grounds Superintendent, perform skilled manual labor in either division as needed. Within the Highway division, perform skilled manual labor in public works maintenance and construction of drainage facilities, fences, retaining walls, sidewalks, and streets. Within Parks & Grounds perform generally routine semi-skilled manual work and operate light duty motorized equipment in support of parks and grounds operations, which include mowing, marking of fields, set up ball diamonds, repairs to irrigation systems, raking, trimming, planting, watering, snow removal, and trash pickup. Perform all related duties following established methods and procedures as required.
  • Perform pick and shovel work in grading, patching or otherwise maintaining improved and unimproved streets; excavate and backfill holes, trenches and ditches; spread sand or stone chips by hand or mechanical spreader; remove dirt and debris from storm water culverts, swales, catch basins, and pipes.

  • Operate a dump truck, or other trucks equipped with "A" Frame or similar hoisting and attachment devices, in all types of public works construction and repair operations. Load and transport materials, tools, supplies, equipment, and workers.

  • Operate other heavy equipment of comparable weight and complexity, such as front end loaders, backhoes, bulldozers, catch basin cleaners, street sweepers, pavement rollers, tractors, compressors, saws, and sidewalk sweepers.

  • Operate a snow plow, sidewalk machine, snow blower, salt/sand spreader, and other deicing equipment.

  • Service and follow prescribed preventive maintenance procedures on assigned equipment units.

  • Perform a variety of skilled and semi-skilled tasks in connection with the physical maintenance of parking areas and streets; perform incidental skilled and semi-skilled manual laboring tasks as required.

  • Operate one-ton trucks, tractors, mowers, wood chippers and other light motorized equipment to pick up, transport mowers on trailers, and perform other related duties.

  • Operate lawn and garden equipment and a variety of gas powered equipment and tools such as mowers, trimmers, hedge shears, blowers, and chainsaws needed in the maintenance and upkeep of all grounds. Fertilize, lime, aerate and seed lawn areas, set up and monitor manual watering operations, rake leaves, pick up debris and spread bark mulch as required.

  • Respond to snow emergencies; shovel, snow blow and remove ice and snow from walks and drives, and perform salting and sanding operations as assigned.

  • Pick up, remove, and dispose of refuse and trash.

  • Perform set-up and marking of fields for athletic events and perform routine maintenance in the care of fields.

  • May be required to perform roadside maintenance such as brush removal and vegetation control, removal of tree limbs and debris from storm damage

  • Perform routine maintenance on small equipment, perform daily checks of fluid levels on vehicles and equipment assigned; clean, wash, fuel, and lubricate vehicles as required.

Other Duties
  • Maintain established quality and quantity standards. Follow prescribed safety precautions, established department and Town policies, procedures, rules and regulations. Detect and report improper operations, faulty equipment, defective materials, and unusual conditions to supervisor.

  • Maintain work areas and equipment in a clean, orderly, operational, and safe condition.

  • Maintain records of work performed.

  • Respond to emergency calls at night, on weekends and holidays.

  • Perform related duties as required. May be temporarily assigned to other divisions as needed.

Skills, Knowledge and Abilities
  • Demonstrated skill in the operation of all types of light and heavy duty motorized equipment, vehicles and special equipment.

  • Extensive knowledge of the materials, methods, and techniques relative to public works construction and maintenance.

  • Considerable knowledge of the mechanics of heavy equipment.

  • Thorough knowledge and understanding of the hazards in the use of heavy and special equipment.

  • Ability to operate motor vehicles and heavy equipment in a safe manner.

  • Thorough knowledge of traffic regulations and practices.

  • Ability to follow detailed written instructions and complete documentation reports.

  • Working knowledge of, or the ability to learn how to use Microsoft Office in order to design and generate spreadsheets, reports and other documents.

  • Working knowledge of, or the ability to learn how to use smart phones, smart tablets, and computers.

  • Good interpersonal skills to effectively interact with and maintain harmonious relationships with other Town employees, contractors, and the general public.

  • Ability to interface with the public in a courteous and tactful manner.

Education and Experience

Duties require a High School diploma; at least two years' experience in the operation of light and heavy automotive equipment including trucks; up to two years of grounds care experience or any equivalent combination of education. Valid Class D driver’s license and Class B CDL are required and the ability to obtain a Class B Hoisting license within six months of employment. Public works maintenance experience preferred.

 Physical Elements
  • Frequent and extended periods of outside work, subject to all weather conditions and extremes.

  • Requires continuous walking and standing, and frequent periods of driving.

  • Regular and sustained periods of strenuous physical exertion, requiring ability to lift, carry and position heavy objects weighing up to 60 lbs. utilizing proper weight lifting and techniques.

  • Operate equipment, which causes loud noise levels and high vibrations.

  • Requires a tolerance for fumes, noise, dirt, dust, and chemicals associated with vehicles and public works projects.

  • Requires use of a variety of hand and power tools including those normally used in public works projects such as picks, shovels, saws, sidewalk rollers and others.

  • Requires reasonable amount of overtime.

FLSA Status: Non-exempt
Grade: W-3 (W-4 with CDL and 2 B Hoisting License)
