Salary Range: $98,300.80 - $143,790.40 Annually, DOQ/E

Anticipated Hiring Range: $117,936.00 - $143,790.40, DOQ/E

Position Overview:

This position provides legal representation and advice to the Town Council, Town Manager, Town departments, and Boards and Commissions in a client-focused manner on a broad range of both routine and complex legal issues. Experience in Public Safety (Police and Fire), Employment, and Contract Law is preferred. Although this is not a litigation-based position, prior litigation experience is also preferred. 

Essential Duties & Responsibilities:

  • Performs legal research and analysis in a wide variety of areas. Offers verbal and written legal advice and opinions in an effective and efficient manner.
  • Proactively identifies legal issues raised by Town policies and operations and recommends appropriate course of action to accomplish organizational objectives within applicable legal constraints.
  • Prepares and reviews routine and complex contracts, ordinances, municipal code provisions, resolutions and other legal documents. Proactively offers support to peers on complex legal issues.
  • Advises Town officials on changes and developments in statutory and judicial law affecting Town policies and operations.
  • Monitors and advises on litigation or legal matters handled by outside counsel.
  • Assists the Town Attorney by providing feedback regarding performance of subordinate staff.
  • Provides a variety of training in an effort to proactively cultivate process-improvement measures.
  • Proactively engages in growth opportunities, including but not limited to preparing and giving presentations to Town Departments and/or Town Council members.
  • Attends meetings of Town Council and various Boards and Commissions when necessary to advise on legal matters, including adjudicative proceedings.
  • Represents the Town at various negotiations, hearings and proceedings.
  • Efficiently investigates or monitors claims against the Town and recommends or initiates appropriate legal action.
  • May be assigned to designated areas of practice within the department requiring specialized expertise and knowledge such as real estate, land use, public safety, water, municipal finance, employment and/or contract law.
  • Performs other duties as assigned or required.

Minimum Qualifications:

An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.

Education:  Juris Doctor from accredited law school and licensed to practice law in the State of ColoradoExperience: Four to eight (4-8) years' of experience practicing municipal law or in a field closely related to municipal law; or any equivalent combination of education, training, and experience. Experience in Public Safety (Police and Fire), Employment, and Contract Law is preferred. Although this is not a litigation-based position, prior litigation experience is also preferred.Knowledge, Skills, and Abilities:

  • Thorough knowledge and a strong familiarity of Colorado municipal law.
  • Thorough knowledge and familiarity with the principles and practices of municipal, state, federal and constitutional law. Ability to analyze and interpret local, state and federal code and statutes.

  • Ability to apply judgment and perspective regarding the Town’s goals and objectives.

  • Proficient at providing logical and persuasive legal analysis to a variety of clients.

  • Ability to identify and analyze applicable legal principles at a highly efficient and effective level that must be considered in achieving the desired organizational outcome.

  • Ability to establish and maintain productive working relationships with a wide variety of Town department heads, and employees.

  • Ability to negotiate resolution to legal disputes.

  • Ability to draft complex legal documents and write code that unambiguously reflects the intended content and purpose.

  • Working knowledge of MS Word and Outlook.

  • Ability to work effectively both independently and collaboratively as part of a team.

  • Knowledge of sources, principles, methods and practices utilized in legal research and ability to conduct complex legal research.

  • Thorough knowledge of the ordinances, codes, policies, procedures, practices and operations of the Town.

  • Strong ability to work in a client-focused environment with the ability to perform effectively under tight time constraints.

  • Knowledge and expertise in designated areas of practice within the department such as real estate, land use, public safety, water, municipal finance, employment, and contract law.

  • Ability to attend evening meetings.

PHYSICAL DEMANDS:

  • Sedentary work for long periods of time
  • Occasional physical work lifting no more than 10 pounds 
  • Occasional lifting, carrying, walking and standing
  • Occasionally required to use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; and stop, kneel, crouch or crawl
  • Frequent hand/eye coordination to operate personal computer and office equipment
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

WORK ENVIRONMENT:

  • Works primarily in a clean, comfortable environment

EQUIPMENT USED:

  • Uses standard office equipment including a personal computer system
  • This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.

Must satisfactorily complete a criminal background check prior to commencing employment.
