Description
The Senior Sewer Operator is responsible for the performance of a wide range of skilled work including assessing the type and amount of work to be performed, assigning personnel to appropriate duties, inspecting and evaluation of the work of Sewer Operators, coordinating with the Chief and or Assistant Chief. The Senior Operator is required to maintain optimal treatment plant performance to meet all requirements of the facilities Discharge Permit and all similar or related duties. The Senior Operator is also responsible for the completion and processing of the monthly Discharge Monitoring Report DMR with Massachusetts DEP thru the EDEP filing system and related project management paperwork to ensure effective recordkeeping. The Senior Sewer Operator may also be required to train other Operators in the Field to become proficient in all aspects of Wastewater Treatment Operations and processes.
EDUCATION AND EXPERIENCE: Any combination equivalent to graduation from high school and/or four (4) years of experience as a wastewater treatment plant operator.
SPECIAL REQUIREMENTS: Massachusetts Class D license (required at time of hire); Hoisting 2A, 1C or 1B and 4E (required within one year); CDL B, Tanker Endorsement and Wastewater 6 OIT (required within two years).
This is a 40 hour per week AFSCME M-4 Union position. Starting hourly rate $33.51.

SUPERVISION REQUIRED: The Senior Sewer Operator works under the supervision of the Chief or Assistant Chief. Clear, detailed and specific instructions govern the work or are explained with each assignment. The employee works as instructed and consults with the supervisor as needed on all matters not specifically covered in the guidelines or instructions. The supervisor maintains control by reviewing the work in progress or upon completion.
SUPERVISORY RESPONSIBILITY: The Senior Operator may be responsible for the regular supervision and training of Sewer Operators, at the direction of the Director or Chief Operator.
CONFIDENTIALITY: The Senior Operator does not have regular access to confidential information of the department, in accordance with the State Public Records law.
ACCOUNTABILITY: The nature of work or the operation of large, complex, or potentially dangerous equipment increases the probability that errors could be serious. Consequences of errors, missed deadlines or poor judgment may include significant monetary losses, waste of material, and damage to buildings, equipment or personal injuries.
JUDGEMENT: Well defined or detailed rules, instructions and procedures cover all aspects of work. Judgment involves choosing the appropriate practices, procedures, regulations or guidelines to apply in each case.
COMPLEXITY: The work consists of Complex and routine or repetitive tasks and/or operations with few variations in well known or established procedures.
WORK ENVIRONMENT: Working conditions involve frequent exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, loud noises, traffic, extreme heat or cold temperatures, oil, dirt or grease. Work may involve general cleaning, occasional work at heights or in confined or cramped quarters, trenches, or work around machinery and its moving parts. Work may also involve completing several unrelated tasks within a relatively short period of time. The Senior Operator may be required to work beyond normal business hours in response to man-made or natural emergencies such as snow or ice storms.
NATURE AND PURPOSE OF PUBLIC CONTACT: Relationships are primarily with co-workers incidental to the purpose of the work involving giving and receiving factual information about the work. Ordinary courtesy and tact are required. Contact with the public may be required on an occasional basis.
OCCUPATIONAL RISK: Essential functions regularly present potential risk of personal injury to the employee from improper exposure to working conditions that could result in loss of time from work. Examples of injury include severe muscular strains from working with heavy materials and department equipment, and working in trenches. Special safety precautions, training, or protective clothing such as gowns, coats, gloves, glasses, hard hats or safety boots is required at all times.
Essential duties/ responsibilities/ functions
  • Manages all aspects of Treatment Facilities to maintain Optimal treatment processes to meet or exceed limits within Discharge Permits issued by MADEP. Shift Operator - In all plants, the person in direct responsible charge of a particular shift at a wastewater treatment facility. The certification required for this position shall be a Min MA Grade 6C OIT or higher and shall be fully qualified to operate in any facility and or division as may be needed.
  • Manages work orders for employees of a variety of skilled and un-skilled manual work as assigned to repair and maintain municipal, Treatment facilities and infrastructure.
  • Operates a variety of equipment, pumps, electrical controls, generators, laboratory equipment and other specialty equipment found within treatment facilities, pump stations and collections systems.
  • Operates a variety of light and heavy motor equipment, including but not limited to: dump trucks, sanders, snow plows, compactor, front-end loader, and backhoe. Operates specially Sewer Cleaning and Maintenance equipment as well as Combination Vacuum and Jeter vehicles and CCTV inspection equipment.
  • Operates and maintains a variety of power and hand tools including but not limited to a Manhole Saw, Gas or electric cutoff saws, Mechanical sewer cleaning equipment, and chainsaws.
  • Performs construction, repairs and maintenance projects including, repairing, and patching streets and repairing and cleaning sanitary sewer collections systems, catch basins, removes blockages, roots, debris, and other materials that may impede proper flows in sanitary and storm water systems, fabricates, installs and maintains manholes, structures and all associated materials. Participates in the Towns snow and ice removal operations.
Required minimum qualifications

KNOWLEDGE, ABILITIES AND SKILLS:
Knowledge: Must be familiar with MA 314 CMR 12.00: Operation, maintenance and pretreatment standards for wastewater treatment works and indirect dischargers. Must also be familiar with 257 CMR 2.00: Wastewater Treatment Plant Operators
Abilities: Ability to adhere to safety precautions and to follow written and oral instructions in a safe and timely manner, and perform duties in a timely manner. Ability to follow directions and to perform work under extreme weather conditions for long periods of time. Ability to interact effectively with co-workers. Ability to recognize unsafe working conditions to ensure that appropriate safety precautions are taken to ensure employee safety. Ability to carry out duties in busy, public congested areas.
Skills: Proficient mechanical and operating skill in the use of department hand tools and equipment that is required to perform position duties in a safe and efficient manner.
PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Demands: Work requires moderate intermittent physical strength and effort daily, such as, lifting heavy objects, carrying the object(s) and stacking them or placing them in a vehicle or storage area. In addition, pulling, pushing, standing or walking for the full work day may also be involved. A great deal of physical effort must be exerted at this level.
Motor Skills: Duties may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination in order to use a range of hand tools or department equipment, work in confined spaces, or climb a ladder in a safe manner.
Visual Demands: Visual demands require the employee to read and interpret written instructions for general understanding. The employee is not regularly required to determine color differences.
