JOB DESCRIPTION

Office of the Fire Marshal

Fire Inspector

GENERAL STATEMENT OF DUTIES:

This is inspection work of a semi-technical nature, enforcing Town and State Codes as they relate to fire safety, assigned inspection duties to include, but not limited to, businesses, places of assembly and all other areas of inspection assigned to the Fire Marshal’s office. The work follows established policies set by Departmental, Town and State Codes and Regulations, and knowledge of technical requirements. Work is reviewed by oral and written reports and by observation of results and complaints by the Fire Marshal.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Conducts inspections of businesses, places of assembly, buildings, construction and/or alteration of facilities for compliance with the Connecticut Fire Safety Code, Connecticut Fire Prevention Code, Connecticut General Statutes, Town Ordinances, and other referenced codes and standards and to prepare necessary reports.
  • Respond to complaints directly from the public.
  • Ensures inspections and or investigations as assigned by the Fire Marshal are performed and completed.
  • Issues permits in the absence of the Fire Marshal or Deputy Fire Marshal.
  • Work alongside other municipal, state, and federal agencies.
  • Create and maintain a variety of reports, abatement orders and other correspondence.
  • Coordinate Fire Prevention and Public Education programs with the Town’s Schools and other civic groups.
  • Perform fire investigations to determine the origin and cause of fires.
  • Conduct routine follow up on abated properties to confirm code compliance.
  • Assist with routine inspections of Town safety equipment.
  • Performs a wide variety of administrative and clerical office tasks.
  • Perform related work as required or assigned.

SUPERVISION RECEIVED:

  • Works under direct supervision of the Fire Marshal

SUPERVISION EXERCISED:

  • May assist the Fire Marshal in the direction of volunteer staff members.

QUALIFICATIONS:

KNOWLEDGE, SKILL, AND ABILITIES:

  • Knowledge of and the ability to interpret and apply building construction standards, fire and life safety codes, adopted referenced national standards, standard construction material, and fire rating testing according to all applicable federal, state and local statutes or ordinances. Some knowledge of principles and practices of building construction and maintenance as they relate to fire safety.
  • Proficiency in inspection, current fire investigation, current fire prevention and fire safety practices, methods and techniques.
  • Ability to recognize existing and potential fire and casualty hazards in a wide variety for structures and installations.
  • Knowledge of all pertinent statutes, laws, codes, ordinances and department regulations and guidelines pertaining to fire prevention, fire safety and emergency management
  • Excellent oral and written communication skills and interpersonal skills.
  • Ability to recognize existing and potential fire hazards in a wide variety of occupancies and structures
  • Ability to establish and maintain effective working relationships with fellow Town and fire department employees, state and federal agencies and the general public
  • Ability to tactfully, firmly, and impartially enforce rules and regulations
  • Ability to prepare clear and concise reports both written and oral and maintain complete and accurate records.
  • Must be able to stand/sit for extended periods and perform repetitive physical tasks

EXPERIENCE AND TRAINING:

High school graduate or having obtained a General Equivalency Diploma (GED). Preferably (3) years of experience in fire code compliance inspections of occupancies, as well as fire origin and cause investigations. Five years firefighting experience in a career or volunteer capacity preferred.

Required Certification(s):

1. Required to hold all State of Connecticut certifications for Fire Marshal, Deputy Fire Marshal or Fire Inspector (as stated in Chapter 541 of the Connecticut General Statutes).

2. Proof of having obtained FEMA certification in Emergency Managements Institute’s (EMI) IS100, IS 200, IS700, and IS800

3. Required to provide proof of completion of ninety (90) hours of job related continuing education every (3) years in accordance with the requirements of Connecticut General Statute (s) 29-298(a)

4. Possess and retain a valid Motor Vehicle Operator’s License

REVIEW PROCESS:

  • Bi-annual employee performances will be conducted by management in accordance with the employee handbook. Written documentation will be kept in the employee’s personnel file.
