POSITION TITLE: Staff Accountant III
DEPARTMENT: Finance
STATUS: Exempt
REPORTS TO: Director of Finance or another appointed supervisor
I.POSITION SUMMARY
A leadership position reporting directly to the director and overseeing accounting operations, this position is responsible for performing advanced accounting duties in accordance with Generally Accepted Accounting Principles (GAAP) and other accounting procedures applicable to the Town of Smyrna, including Governmental Accounting Standards Board (GASB). This incumbent provides technical expertise in governmental accounting under the direction of the Director of Finance. Primary duties include providing financial statement compilation, maintaining the accuracy and professional integrity of the Town of Smyrna's operations, recommending the development of accounting policies and procedures to ensure compliance with changing GASB financial pronouncements, and providing detailed analysis and reports to assist in preparation of the Town's operating and capital budgets as well as the Town's Combined Annual Financial Report (CAFR).
II.ESSENTIAL DUTIES AND RESPONSIBILITIES

•Collects, analyzes, and evaluates financial data from a variety of sources
•Ensures all transactions comply with accounting and tax policies, procedures, laws, rules, and regulations
•Performs audits to ensure proper accounting of funds
•Maintains direct relationship with auditing firm during the audit of the Town's financial records
•Provides recommendations, guidance, and direction to management for the purpose of understanding, meeting functional and operational goals and objectives
•Provide back-up support for the Business Office operations
•Provide back-up support for payroll, bank reconciliations, and miscellaneous billing functions
•Provides support in preparation of the Town's Comprehensive Annual Financial Report, (CAFR), and Budget
•Provides support in Accounts Payable transactions
•Prepares General Ledger adjustments
•Assist with month-end and year-end closure functions, including the preparation and posting of journal entries.
•Assist with monthly financial reporting to the Finance Committee and Mayor/Council
•Complies with all internal controls, polices, and procedures
•Be willing to work overtime and attend meetings when asked
•Performs other related duties as assigned
III.REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
•Knowledge
oUnderstanding of Town accounting practices as well as a proficiency with principles and practices of Generally Accepted Accounting Principles, (GAAP), and Governmental Accounting Standards Board, (GASB)
oAuditing procedures and budgetary processes
oUnderstanding of pertinent federal, state, and local laws, codes, and regulations
oProficiency in Microsoft Office software
oExcellent written and oral communication

IV.REQUIRED EDUCATION AND EXPERIENCE
•Bachelor's or Master's degree in Accounting or Business Administration; relevant year's of experience and training will be considered
•Five (5) or more years in accounting; preferably with another municipality, city, town, or governmental agency
•Three (3) or more years' experience in preparing financial statements including but not limited to net assets, profit and loss, revenues and expenditures, and changes in fund balances
•Experience in managing and reconciling robust or multi-funded operations
V.LICENSES, REGISTRATIONS, AND/OR CERTIFICATIONS
•Possession of CPA certification
•Any certifications required by the Town, or the State of Delaware, related to Town operations must be acquired in a timely manner per the Town Manager and/or Supervisor
VI.SPECIAL REQUIREMENTS
•Must pass a criminal background check, credit check, and drug screening
•Must possess and retain a valid motor vehicle operator's license
oA good driving record is required
oAll motor vehicle violations must be reported to the supervisor immediately
•Work requires sitting, standing, lifting up to 20lbs, bending, and working in an administrative office setting for extended periods of time
•Work requires the ability to answer the phone, verbally communicate, draft written correspondences
