General Statement of Duties

The position of Associate Planner requires advanced level professional planning work. It is characterized by specialized knowledge of the planning field and provides assistance to the Planning Director in managing complex planning projects to completion.

Distinguishing Features of the Class

The Associate Planner role is distinguished by its requirement for advanced-level professional planning expertise, characterized by a specialized knowledge base in the planning field. This position supports the Planning Director by managing and executing complex planning projects from inception to completion. The Associate Planner's responsibilities encompass interpreting and applying various state, county, and local codes, ordinances, and regulations, along with writing and presenting formal technical reports, working papers, and correspondence. The role demands a high degree of interaction with elected and appointed boards and committees, often serving as a key presenter and advisor. Key duties include leading site-plan and subdivision reviews, providing technical assistance to a diverse array of stakeholders including property owners, developers, and public officials, and ensuring that all planning proposals align with the comprehensive plan and town goals. The position also involves serving as a staff liaison to various boards and commissions, maintaining and updating town ordinances and maps, and managing social media accounts related to town planning and zoning.

Duties and Responsibilities:

  • Interprets and applies applicable state, county, and local codes, ordinances, and regulations.
  • Writes and presents formal and technical reports, working papers, and correspondence and makes presentation to elected and appointed Boards and Committees.
  • Reviews various development applications including plats, permits, site plans, variance request and rezoning’s.
  • Serves as lead in site-plan and subdivision review
  • Provides technical assistance, answers questions, and responds to requests of property owners, contractors, developers, engineers, architects, and the public regarding the Town’s development regulations, plans, and processes.
  • Provides input and participates in the development and maintenance of the comprehensive plan, pedestrian plans, transportation plans, and other specialized Town plans, ensuring proposals are consistent with planning principles, development regulations and Town goals.
  • Serves as Staff liaison to appointed boards and commissions as necessary, to include, advising applicants, processing applications, finalizing agendas, and creating and presenting staff reports.
  • Keeps ordinances and Town maps up to date and posted on Town website.
  • As related to projects, attends meetings of elected and appointed officials, committees, and work groups.
  • Conducts research to collect and assemble data for the creation and update of land use maps, plans, reports used to assist the Town in making land use decisions.
  • Conducts site inspections on an as needed basis, of projects under review by the Town including but not limited to, subdivision, rezoning, variances, special use permits, certificates of zoning compliance, etc. to determine applicability of various zoning and development ordinances.
  • Keeps Town Planning and Zoning social media accounts up to date
  • Additional Duties as assigned by the Planning Director.

Minimum Requirements:

  • Advanced knowledge of planning principles and practices.
  • Knowledge of State planning legislation and applicable laws.
  • Ability to interpret and enforce regulations and ordinances.
  • Strong Knowledge of principles, methodology, practices of research, data collection, and data utilization.
  • Knowledge and demonstrated skill in effective writing techniques.
  • Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, database management, and GIS.
  • Ability to provide excellent customer service.

Physical Requirement

  • Must be able to perform the basic life operational functions of stooping, kneeling, fingering, reaching, standing, pushing, pulling, lifting, walking, lifting, grasping, talking, hearing, and repetitive motions.
  • Must be able to perform sedentary work exerting up to 15 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • Must possess the visual acuity to prepare and use figures and statistics, operate a computer terminal, read maps and written material extensively.

Desirable Training and Experience:

Bachelor’s degree in Planning, Engineering, Earth Sciences, Business or Public Administration; AND four years of experience as a professional Planner; OR any equivalent combination of training, education, and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the job.

Salary Information

  • 5% increase in salary upon successful completion of 6 month probation
  • Starting Salary: $74,632.61
  • Career Range: $74,632.61 - $117,546.36
