Human Resources Administrator

Essential Duties and Responsibilities:
- Manages HR reception area and performs customer services functions as first point of contact for employees, visitors and applicants.
- Provides day-to-day administrative support to department with a variety of tasks to include but not limited to document scanning, mail distribution, office supply replenishment, building maintenance requests, purchase orders, invoice payments, expense card reimbursements, conference room coordination, and management of HR general inbox.
- Assists with recruitment and selection activities; may post job ads, screen applications for entry-level and nonexempt positions, schedule preliminary interviews, and coordinate background checks and drug testing as needed.
- Owns new hire onboarding activities including new hire communications, on-site preparations, orientation scheduling, and coordination of tasks/communications with hiring managers.
- Develops in-depth understanding of payroll software and HRIS; creates reports on demand.
- Maintains accurate personnel files and conducts regular audits to ensure compliance and data integrity.
- Processes payroll documents in collaboration with Payroll department for pay changes, employee status changes, terminations, wellness and retirement bonuses, and employee recognition awards and documents personnel folders accordingly.
- Assists in administration of all health and welfare plans, collects and audits beneficiary information, completes data entry of enrollments, life events, and terminations, reconciles monthly benefit statements, and processes carriers’ invoices.
- Resolves general employee inquiries for benefit plans and refers more complex issues to Human Resource Business Partners and/or Human Resources Manager.
- Administers all aspects of leaves of absence (LOA) for medical, personal, disability and FMLA in accordance with applicable laws and organizational policies and procedures.
- Administers all aspects of COBRA in accordance with applicable laws and organizational policies and procedures.
- Completes Forms I-9, verifies I-9 documentation and maintains/audits I-9 files as needed.
- Responds to unemployment claims, DOL reporting requests, and other routine external agency requirements for information as needed.
- Completes employment verification queries according to organizational policies and procedure as required.
- Coordinates development and distribution of monthly employee newsletter, health promotion calendar, and other departmental communications as needed.
- Maintains employment labor law compliance posters annually.
- Plans and supports informational meetings and other events such as annual open enrollment, new hire orientation, employee recognition, and holiday parties; may coordinate employee training initiatives including annual compliance training and leadership academy activities.
- Complies with all Town of Vail safety and health policies, practices, and procedures that prevent and mitigate human economic losses arising from accidental causes and adverse occupational and environmental health exposures.
- Serves the citizens and guests of the Town of Vail by abiding by all Town of Vail core values.
- Performs the role in accordance with all Town of Vail safety practices.
- Performs other duties as assigned.
Skills / Requirements
Knowledge, Skills and Abilities
- Solid understanding of human resources principles, practices, and procedures required.
- Working knowledge of recruitment and selection activities and web-based applicant tracking system preferred.
- Proficiency in general benefits administration for medical, dental, vision, disability, life insurance, and retirement plans required.
- Experience administering leaves of absence, COBRA, and I-9 compliance preferred.
- Advanced proficiency in MS Office Suite (Word, Excel, PowerPoint) required.
- Practical experience with an HRIS; NEOGOV HR software solutions preferred.
- Intermediate to advanced proficiency in report writing, data assimilation, and analysis preferred.
- Familiarity with federal and state employment and labor laws preferred.
- Ability to handle sensitive and confidential information required.
- Excellent interpersonal and advanced written and verbal communication skills required.
- Good reasoning, sound judgement, and ability to work in a teamwork required.
- Exceptional customer service, attention to detail, organization, and follow-up skills required.
- Ability to work in office five (5) weekdays required.
Education, Experience and Certificates
- Bachelor’s degree in human resources, business administration or related field, or equivalent combination of relevant education and experience.
- Minimum 5 years’ experience in office administration supporting complex HR activities in a changing environment preferred.
- PHR desired but not required.
