Town of Windsor is Hiring an Emergency Management Coordinator Near Windsor, CO

Hiring Range: $74,668 - $82,135 annually 
Work Schedule: Generally, 40 hours per week – various shifts, days, evenings, weekends, and holidays; may be required to work overtime.
NATURE OF WORK
Under general supervision, this position is a member of the management staff of the Town Manager’s Office and shares responsibility for its overall operations as part of a management team. The position is responsible for the development, exercising and implementation of emergency plans for the Town of Windsor as well as coordinating emergency operations with Windsor Fire Department, Weld County and Larimer County government. The work includes meeting with town staff, other units of government, and private sector stakeholders. This position will also be responsible for administering and monitoring federal emergency preparedness grants. The individual responds to emergency scenes according to policy and assists as a member of the Incident Command Staff.

SUPERVISION RECEIVED
The Emergency Management Coordinator reports directly to the Deputy Town Manager and will have the responsibility of coordinating the town’s Incident Support Team’s goals and objectives.

No supervisory responsibilities or control exercised.ESSENTIAL JOB FUNCTIONS
The individual in the Emergency Management Coordinator role is assigned specific assignments, job duties, scope, authority, responsibility, roles, and requirements as determined by the town, Department, Division, and pursuant to laws, regulations, and practices. Individuals in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties, with or without reasonable accommodation.
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive:
  • Prepares, coordinates, and maintains the Comprehensive Emergency Management Plan, which includes preparedness, emergency operations, mitigation, recovery, resilience, continuity of government, and continuity of operations plans and all associated annexes.
  • Responds according to policy to incidents affecting various town departments as requested by the incident commander, Deputy Town Manager, department head, or designee.
  • This position is responsible for the activation of the Town of Windsor Emergency Operations Plan, Emergency Operations Center, and/or Incident Support Team. The Emergency Management Coordinator will coordinate with municipal and county partners in emergency management.
  • Work with all local agencies and media in impending or actual disasters, and in exercises to coordinate emergency response and recovery. Coordinates community resources, reports activities and conditions accordingly, and requests assistance as needed.
  • Acts as the Town of Windsor representative in dealing with other governmental and private organizations.
  • Work with Town of Windsor Departments to develop and implement Emergency Operations Plans (EOP), and ensure they are kept current and functional.
  • Develop all training related to emergency management for the Town of Windsor. 
  • Prepare and distribute disaster preparedness material to citizens with the intent of offering appropriate means of education.
  • Utilize a whole community approach to building resilience by fostering local leadership and networks that connect vulnerable residents to local groups, neighborhood institutions, and service providers.
  • Gives presentations to community organizations.
  • Assists schools, organizations, and industries with emergency operations plans.
  • Work with all town departments with EOP responsibilities to ensure they are provided with any assistance needed in maintaining an up?to?date document. Assist these departments in coordinating EOP training for appropriate staff.
  • Performs research and oversees the divisional budgets for emergency management. 
  • Attends meetings and conferences, writes reports, and accomplishes research as required to perform the required work. Attends meetings on behalf of the Deputy Town Manager as required. 
  • Assists in preparing town-wide communication systems to respond to emergency situations by developing emergency protocols and training staff in the protocols and the use of the communications systems in an emergency.
  • Ensures participation in County, Regional, State and Federal programs that are mandatory or advantageous, including grant programs. Plans, designs, and executes emergency response drills and desktop exercises, and evaluates the efficacy of the drills and exercises.
  • Establishes and coordinates an employee emergency response committee.
  • Oversees the management of all emergency management-related grants and projects.
  • Ensures proper completion of funding and grant documents as applicable.
  • Maintains and updates contact information for governmental agencies, vendors, and contractors; keeps records on the assignment of employees to emergency response teams and the teams’ responsibilities.
  • Work with Risk Management and other town staff in the development of a hazard mitigation program to eliminate or reduce potential hazards.
  • Participates in various committees and boards related to program activities and responsibilities.
OTHER DUTIES 
Depending on organizational need, additional duties may include the following:
  • The Emergency Management Coordinator position participates in the Shared Fleet Vehicle Program, which requires an annual motor vehicle record check.
  • Assists other town departments/divisions, as necessary.
EDUCATION AND EXPERIENCE
  • Bachelor of Science degree in Emergency Management, Fire Protection, Fire Science, Adult Education, Public Administration, or related degree, or equivalent combination of education and experience.
  • At least 3 years of progressive experience in public safety services and/or emergency management
LICENSES OR CERTIFICATES
  • Must have a valid Colorado Driver’s License, or the ability to obtain one upon hire, that meets the Town of Windsor’s standards
  • Certification as a Certified Emergency Manager through the International Emergency Management Association or the ability to accomplish within 36 months of employment
  • CPR/1st Aid certification within three (3) months of employment

  • Proficient in Adobe Acrobat and Microsoft Word, Excel, Outlook, and PowerPoint.
  • Ability to perform research and analysis, manage inter?departmental projects, and lead town programs.

  • Regular, predictable attendance.
  • Ability to work outside normal work hours, on nights and weekends, as needed for coordination activities and emergencies including on-call status and 24-hour operations. Ability to prioritize assignments and manage a variety of complex tasks under tight deadlines.
  • Ability to organize large volumes of technical and legal paperwork.
  • Ability to coordinate with other departments in a professional, clear, and responsive manner.
  • Ability to exercise sound, expert independent judgment.
  • Ability to read and interpret complex rules and regulations.
  • Ability to motivate and coordinate the activities of others.
  • Ability to perform efficiently and effectively under emergency conditions and use judgment in making quick decisions under pressure.
  • Ability to analyze and resolve problems.
  • Ability to follow directions.
  • Ability to learn Federal, state, and local emergency preparedness and response laws, rules, and regulations.
  • Ability to learn Colorado, Larimer, and/or Weld Counties Office of Emergency Services’ Incident Command System approach to emergency response.
  • Ability to learn programs involving federal and state disaster assistance and post?disaster recovery and mitigation project funds.
  • Ability to learn Industry standard principles and practices used in emergency operations communications and emergency response to hazardous scenarios.

WORKING ENVIRONMENT & PHYSICAL REQUIREMENTS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 
The physical activities of this position include, but are not limited to, the following: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. 
The physical requirements of this position are considered Medium Work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a up to 10 pounds of force constantly to move objects.
The employee is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); operating motor vehicles or heavy equipment. The employee is required to have visual acuity to determine the accuracy, neatness, and thoroughness of the work assigned or to make general observations of facilities or structures.
The employee may be subject to the following environmental conditions: inside, such an office setting; outside, with little to no effective protection from weather; extreme cold, typically below 32 degrees for periods of more than one hour. extreme heat, temperatures typically above 100 degrees of periods of more than one hour; subject to noise and vibration.
The employee is subject to hazards, including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. The employee is subject to atmospheric conditions that may affect the respiratory system, or the skin.
The employee may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing departmental policies and procedures.
This position is not considered safety sensitive because the individual does operate a motor vehicle, as a regular function of his/her daily job duties.
