JOB SUMMARY

The Eligibility Specialist reports to the Program Director. The Eligibility Specialist provides secretarial support and a wide variety of clerical duties to the Youth Employment Program and maintains records of clients, program transactions, and office activities. The Eligibility Specialist interviews and assesses applicants for eligibility and enrolls clients into program components.

ESSENTIAL JOB RESPONSIBILITIES

  1. Conducts outreach and recruitment activities as needed to meet contract performance goals.
  2. Conducts eligibility orientations and employment related workshops.
  3. Completes orientation checklist and prepares orientation folders.
  4. Completes and submits all WIOA paperwork to the Workforce Development Board Staff.
  5. Verifies Workforce Development Board MIS statistics.
  6. Represent the Youth Employment Program at the Offices for America’s Job Center.
  7. Prepares and monitors all participant status rosters and related forms in accordance with contract procedures.
  8. Maintains database of Performance Based Outcomes.
  9. Answers phone and handles or routes to appropriate staff.
  10. Conducts follow-up of exited clients.
  11. Provides case management as needed.
  12. Coordinates and purchases client support services.
  13. Provides Employer and Community awareness education.
  14. Cross-trains in other positions as program needs dictate.
  15. Observes all WIOA regulations.
  16. Attends training seminars as required.
  17. Will drive on Agency business.
  18. Physical presence at the office is required.

ESSENTIAL JOB REQUIREMENTS

  1. High school graduate or GED; some business college preferred.
  2. Four years’ experience in a business office.
  3. Bookkeeping skills, business math.
  4. Excellent verbal and written skills.
  5. Experienced working with people, especially those in difficult financial and personal crisis.
  6. Ability to handle sensitive issues with confidentiality, integrity, and tact.
  7. Ability to work as part of a team.
  8. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  9. Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required. 
  10. Ability to pass a criminal background check.
  11. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.
