Job Description:

Background

The County utilizes Kronos Workforce Timekeeper Version 8.1 hosted in the Kronos Private Cloud, internally called MCtime, to collect time and attendance data for the County Government workforce. The County has approximately 40 departments with 13000 records in the Kronos database. The County uses both the project and hourly timecard views. The majority of employees make time and attendance entries via the internet or have timekeepers who do so on their behalf; approximately 400 employees use Kronos In-touch time clocks. Various scheduling systems interface with Kronos Workforce Timekeeper Version 8.1 to support the operational needs of individual departments such as the Department of Transportation, Transit Division, Fire and Rescue Services and the Police Department. The Department of Transportation, Highway Services Division, use an internal application called Crew Day Card; the Transit Services Division use Trapeze (non-Kronos); Fire and Rescue Services and the Police Department use TeleStaff, a Kronos scheduling module. The Department of Correction and Rehabilitation uses a stand-alone TeleStaff application for internal scheduling which does not interface with the Timekeeping application. Timekeeping policies and processes are governed by Montgomery County Personnel Regulations and Collective Bargaining Agreements. Timekeeping data is exported bi-weekly to the Enterprise Resource Planning System, Oracle eBusiness.

General system administration is required throughout the fourteen day pay cycle. Tasks include, but are not limited to, processing of special employee group access, schedule change and delegation forms, creating/maintaining/assigning schedule patterns and groups, reviewing and taking appropriate action on Transaction Assistant errors, monitoring routine interface jobs, creating reports based on changing business needs, creating/modifying SQL queries to support timekeeping related processes and configuration/re-configuration of pay codes, pay rules, work rules and/or assignment rules and troubleshooting of errors that could occur between the scheduling systems and Kronos Workforce Timekeeper and/or Kronos Workforce Timekeeper and Oracle eBusiness.

The County has a number of timekeeping and scheduling projects underway. The Department of Correction and Rehabilitation and Fire and Rescue Services is in the process of upgrading to Workforce TeleStaff Version 7. The County is preparing to upgrade to the Pro WFM (Dimensions) Time and Scheduling application. A number of upgrade tasks are required for smooth transitions. These tasks include, but are not limited to, optimizing the current configuration, new feature configuration, conversion of existing workforce integration manager interfaces, revision of SQL queries and routine reports, updates to genies, hyperfinds, etc. and testing. Participation in the creation of training documents will also be required. Facilitation of department briefings and/or training may be required.

Scope of Work:

Montgomery County seeks up to two skilled functional administrators(s) who will work under the direction of the functional program manager and closely with various project teams, departmental subject matter experts and the vendor. The functional administrator will provide support throughout the pay cycle and must be capable of providing administrative and functional support to MCtime (Kronos Workforce Timekeeper V8) end users; providing staff level support for the MCtime system; acting as a liaison to County department representatives and coordinating research into and resolution of user problems including system functionality, employee schedules, pay rule assignment, timeclock configuration; researching and responding to user inquiries and issues reported to the MCtime Help Desk. The administrators would be responsible for the following:

  • Creating reports for end users based on dynamic operational needs
  • Creating/Revising SQL/WIM queries to support operational needs and migrate to the Boomi platform as part of the upgrade to Pro WFM (Dimensions)
  • Configure/Re-configure/Test pay rules, work rules and assignment rules in Kronos Workforce Timekeeper V8 as operational needs change, including new Pro WFM (Dimensions) features for upgrade
  • Configure/Maintain/Test/Replace timeclocks for various departments/locations, implement others as required
  • Monitor daily, weekly, biweekly interface jobs to ensure timely imports and accuracy of data inputs; review/recommend changes to Workforce Integration Manager interfaces based on upgrade to Pro WFM using the Boomi platform
  • Review, recommend changes to scheduling imports and/or configuration that affect timekeeping policies/processes
  • Creating/Modifying schedule patterns and/or groups as required and in preparation for moving to Pro WFM
  • Creating/Modifying genies, Hyperfinds and/or pay codes as operational needs change
  • Update Holiday Calendar including affected pay rules (including any special WIM jobs); modify any WIM jobs required to be processed with Boomi
  • Assisting with the implementation of department specific timekeeping related processes and procedures used in conjunction with the MCtime application
  • Participating in the testing of system upgrades and service patches; create/update test scripts
  • Participating in the process of reporting inadequacies and problems (“bugs”) (both functional and technical) within the MCtime (Kronos Workforce Timekeeper V8) application to the functional project manager for submission to the vendor (Kronos) if required
  • Processing forms, submitted by department representatives, related to MCtime system administration functions, including, but not limited to:
  • Employee schedule change request
  • Special Manager Access request
  • Director Delegation
  • Resolving daily Transaction Assistant Errors
  • Providing help desk support for employees and department representatives, including individual ad-hoc training as required
  • Performing validation and verification of timecard entries at the close of the pay period as required
  • Participating in developing training materials and facilitating training sessions as required

2) Contractor will provide candidate with Expert experience in:

  • Proficient in Kronos Workforce Timekeeper V8 and have the ability to quickly learn and understand the County’s configuration
  • Proficiency in configuring pay rules, work rules and assignment rules; accrual codes and profiles
  • Knowledgeable in reviewing/creating/modifying Workforce Integration Manager and SQL queries
  • Knowledgeable in creating reports using Kronos Reporting Tools or SQL queries
  • Experienced in the Pro WFM (Dimensions) and Boomi platforms
  • Experienced in providing functional application and/or process support to end users.
  • Experienced in system testing such as upgrade related, service patch and regression testing
  • Knowledgeable in automated scheduling systems/modules such as Trapeze or TeleStaff to include ETL (extract, transform, load) of data
  • Ability to apply Personnel Regulations and Collective Bargaining agreements to specific employee time and attendance configurations
  • Ability to create written documentation for new and existing processes and/or related issues
  • Ability to communicate effectively (orally and written) with various levels of employees maintaining a positive customer service focus
  • Ability to provide general system administration including, but not limited to monitoring of regular interface jobs, resolving Transaction Assistant errors and creating/modifying genies and Hyperfinds
  • Forms processing, which includes the ability to analyze and verify data, ensuring that appropriate authorization is provided, prior to updates in Kronos Workforce Timekeeper. Ensuring appropriate handling of processed forms, including organizing and storing processed forms in accordance with audit compliance

Qualifications / Experience of proposed staff / knowledge: Demonstrated proficiency in Kronos Workforce Timekeeper V8 in configuring all building blocks such as, but not limited to, pay rules, work rules and assignment rules; accrual codes and profiles; Experienced in creating/modifying WIM Manager and SQL queries to create/modify reports; Experience in various system testing phases (unit, user acceptance, testing, etc.). Higher weight is given to candidates with experience with automated scheduling systems/modules such as Trapeze or TeleStaff. Higher weight is given to candidates who have experience in Pro WFM and/or Boomi. Ability to communicate effectively with various levels of employees. Ability to create written documentation for new and existing processes and/or related issues.
