Responsibilities

What you'll be challenged to do:

TranSystems has an immediate opening for a Right of Way Project Manager that directs, and coordinates activities of right of way (R/W) projects to ensure that the objectives of each project are accomplished within set schedules and budgets.Has a thorough understanding of the acquisition plan and/or relocation plan and process, project scope of work, R/W acquisition and management plan, project management plan (PMP), and direction from the senior manager or program manager. Helps ensure that the project is carried out according to the applicable state and federal regulations. Manages scope, out-of-scope work requests, schedule, budget, forecasting, resources, resource constraints, and project risks. The candidate must have right-of-way acquisition or relocation projects experience.

Essential Functions Include but are Not Limited to:

  • Supervises or personally conducts complex negotiations with officials and/or representatives of government agencies, public and private utilities, financial entities, and attorneys.
  • Manages Business and Residential relocation projects, and Appraisal and Title acquisition projects.
  • Negotiates independently with property owners, mortgage holders, corporations, executors, or their attorneys or representatives to obtain rights of way for projects, either private or public, by fee purchases, dedication, or stipulation.
  • Investigates and negotiates with property owners or their agents in matters relating to purchase, lease or disposal of real property.
  • Analyzes and interprets detailed appraisals for use in negotiated acquisitions, sales, leases, or condemnation suits.
  • Oversees and reviews cost estimates based on market research completed.
  • Reviews project plans or engineering drawings and provides a risk analysis based on real property and potential impacts.
  • Prepares and coordinates the preparation of deeds, reconveyances, agreements, maps and other documents involving property rights.
  • Maintains complete and accurate casefiles, pursuant to OPC and project specific requirements.
  • Supervises the preparation of documents pertaining to acquisition.
  • Responsible for development of proposals and delivery.
  • Develops approach and scope of work and calculates cost and fee.
  • Assists with vetting R/W deficiencies, identification of additional interests, and identification of concerns
  • Managing project to within applicable schedule. Thorough understanding of critical path, milestones, and schedule compression techniques (truncating of schedule).
  • Responsible for delivering projects on-time, on-budget, and within the expectations of client.
  • Other duties as assigned.
Qualifications

What you bring to our firm:

  • 3 years’ experience working in project management or a project management support role.
  • 3 years’ experience with MS Office 2010 (Word, Excel, Outlook).
  • 3 years’ experience in right-of-way acquisition or relocation projects.
  • Bachelor’s degree in business, or other relevant degree program.
  • An understanding of utility relocation, R/W engineering and familiarity with the Uniform Relocation Act and eminent domain proceedings.
  • Proven experience with prioritizing multiple projects and assignments concurrently.
  • Experience with SharePoint and OneDrive.
  • Excellent communication skills.
  • Persuasive negotiation skills.
  • Solid supervisory skills.
  • Ability to manage workload of a project team, delegating effectively.
  • Knowledge of fundamental workforce managerial tactics and approaches to staff development.
  • Self-motivated and maintain a positive teamwork-oriented attitude in a busy office environment.
  • Able to work effectively with diverse work groups including co-workers, clients, vendors, and claimants
  • Actively engages multiple perspectives when solving problems, seeks to learn from peers, and encourages reciprocal learning among team members.

For individuals assigned and/or hired to work in California, Colorado, or NY City, TranSystems is required by law to include a reasonable estimate of the compensation range for this role. This compensation range is specific to the State of California and takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; internal peer equity; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At TranSystems, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $85,000 - $125,000 annually.
