About This RoleThe Director of Operations serves as a business partner to organizational leaders and is responsible for leading contracts and procurement, facilities, IT, and our visitor-facing Welcome Center program. This role focuses on operational solutions, short- and long-term planning, and functional leadership, ensuring effective operational processes and policies. As a member of Travel Oregon’s people management team, the Director is responsible for developing and managing staff, priorities, processes, best practices, workload, and workflow.

  • Anticipated Start Date: August 5th, 2024
  • Salary Range: $111,750 to $156,450 (Full-time, Exempt)
Essential Functions/Major Duties People Management – 50%
  • Lead and manage a high-performance team by setting expectations, providing onboarding and training, prioritizing work, evaluating performance, and supporting professional development.
  • Foster a culture of belonging, understanding diverse team needs, and leading with empathy and cultural awareness. Aligned with Travel Oregon’s stewardship lenses, community agreements, and commitment to fostering diversity, equity, and inclusion.
  • Build accountability, engagement, and alignment through transparent communication and involving team members in addressing challenges.
  • Make employment decisions in partnership with human resources, including recruitment, hiring, promotion, and performance evaluation.
  • Develop and communicate key processes to facilitate organizational alignment and implement best practices. This role will lead the agency's Emergency Response coordination for facilities and a high degree of self-awareness under stress is essential.
  • Contact occurs both inside and outside the organization, mostly internal. Communication is primarily virtual, with some face-to-face and phone interactions. Fostering a collaborative and cross-functional rapport with Travel Oregon colleagues is essential.
  • Supervise direct reports, including individual contributors across varying roles and job levels.
Strategy and Planning – 25%
  • Develop and oversee the implementation of operations strategies for procurement, IT, facilities, and visitor services.
  • Provide expertise on operational solutions and challenges to contribute to short- and long-term planning to include systems design thinking- from architecting to co-collaboration leading teams, to approval and implementation.
  • Develop and refine operational metrics and outcomes to assess progress and inform improvements.
  • Align business partnership management efforts across the agency.
Operations Management – 25%
  • Identify, resolve, and implement solutions to key business issues.
  • Serve as a business partner to organizational leaders on functional techniques.
  • Provide regular communication on operational policies, procedures, processes, and standards.
  • Oversee facilities management, IT service levels, procurement processes, and the Visitor Services Program.
  • Develop and manage the Operations Department budget.
  • Lead the deployment of systems that support collaboration and efficient processes. 
Qualifications EDUCATION, EXPERIENCE, KNOWLEDGE, SKILLS, AND ABILITIES
  • A bachelor’s degree in business, operations, administration, or other relevant field OR any combination of education/coursework/training and work experience necessary to meet position requirements.
  • A minimum of Five (5) years of progressively responsible leadership positions in operations management or related fields in a business setting.
  • Ability to implement strategic changes within an organization.
Preferred Qualifications
  • Additional operations experience in a public-facing environment. Preferred experience must include the development and implementation of strategies with organization-wide impact in the areas of procurement, facilities, and IT.
  • Master’s degree in business, operations, administration, or a related field.
  • Additional operations experience in a public-facing environment.
  • High proficiency in desktop tools (Microsoft PowerPoint, Word, Excel, Visio).
  • Knowledge of business systems supporting processes.
  • Ability to prioritize and adapt to changes quickly.
  • Strong people management skills, including coaching and motivating teams.
  • Analytical and strategic thinking abilities.
  • At least eight (8) years of experience directly managing staff or indirectly leading project teams, including supporting staff to learn and grow to develop dynamic work plans that contribute to departmental and agency objectives.
About Our Work Environment:This position is designated as hybrid. Business needs may require the employee to come into a designated workplace on a periodic basis. Our employees working in roles designated as hybrid or remote must reside in Oregon. Overnight travel, less than 20% of work time, is required in this position.

As a semi-independent state agency, we feel strongly about cultivating and nurturing strong relationships, both across our workforce and with our many partners and stakeholders throughout the state. To support that aim, our employees working in roles designated as hybrid or remote must reside in Oregon.
Compensation & Benefits:Salary Range: $111,750 to $156,450

  • Accrual of 15 days paid vacation plus 3 days personal business leave and 12 days paid
  • Sick leave; 11 paid holidays, 3 days paid volunteer leave, and available paid bereavement leave
  • 100% of health care premiums for core benefits (medical/dental/vision) for employee and family are paid by Travel Oregon
  • Optional health care and dependent care flexible spending accounts (FSAs).
  • After six full months of employment, participation in the Public Employees Retirement System (PERS), including generous Travel Oregon contributions with no employee match required; optional participation in a 403(b) account (Oregon Savings Growth Plan) is also available.
