JOB DESCRIPTION
In general, the Business Financial Manager will be responsible for maximizing return on financial assets by establishing financial policies, procedures, controls, and reporting systems (reporting directly to the CEO).
The Business Financial Manager will undertake all aspects of fiscal management. This includes but is not limited to financial reporting, general accounting, budgeting, financial analysis, and financial operations (i.e., proposal/project accounting, accounts payable, general ledger, accounts receivables, payroll, cost control, financial systems), corporate accounting, regulatory and financial reporting, budget and forecasts preparation, and development of internal (financial) control policies and procedures, leading role concerning the budgetary aspects of the new business proposal development process, advisor for pricing strategies to all applicable staff, ensuring compliance with all rules and regulations relating to procurement requirements, involved with budgetary negotiations, coach/ train staff in regards to budget/ cost and pricing (issues), and performing associated business management/ administrative tasks (in the area of pricing) without significant supervision.
In addition, the candidate selected for this position will be responsible for performing competently as a key member of our Business Development and Proposal departments.
These responsibilities include but are not limited to being responsible for the preparation of the proposal/project budget, all supporting narratives to support the pricing assumptions as well as overseeing subcontractor submissions if applicable, and the preparation of cost proposals in response to client requests and contractual requirements.

POSITION TYPE & RATE INFORMATION

  • Annual Range $78,000.00- $92,000.00, USD (DOE.)
ASSOCIATED JOB DUTIES (Including but not limited to)
  • Assist with indirect overhead applications and proposal cost volume preparation.
  • Utilization of MS Office (Outlook, Teams, Excel, etc.) for reporting, proposals, and internal/ external communication.
  • Develop and implement financial control policies and procedures:
    • Ensuring they are managed in alignment with our organizations' corporate objectives and regulatory requirements for various locations where the company operates.
  • Perform all accounting and control functions including audits, payables, receivables, credit and collection, payroll, general accounting, fixed assets, and general ledger areas.
  • Must have experience in DOD/FAR accounting practices.
  • Prepare monthly corporate financials, monthly bank reconciliations, and account reconciliations.
  • Perform financial analysis and oversee special projects at the corporate level while maintaining day-to-day financial operations.
  • Billing/ Invoice discrepancy audits and resolution
  • Oversee the preparation and dissemination of all financial reporting to internal sources who need such information.
  • Provide data for the preparation of all required federal, state, local, and sales tax returns.
  • Ensuring the accuracy of information filed along with taking advantage of all possible statutory ways of reducing tax liabilities. Ensure all required documentation is accurate and properly filed. Manage audits both internal and external.
  • Document management:
    • Correct & complete filing/ submission of financial reports, payroll documentation, audit forms, employee pay-rate documentation, travel forms, etc.
    • Financial Template development
  • Provide regular functional oversight of their various financial and accounting activities to ensure compliance with overall company objectives and goals.
  • Ensure that all required accounting; insurance and financial requirements, permits and licenses are obtained and current for all areas/locations where the company conducts business.
  • Support both internal and external customers.
  • Additional Business Financial Management administrative duties as required or assigned.
QUALIFICATION REQUIREMENTS
  • Required- MBA/CPA/CMA a plus, with 5 (five)- 10 (ten) years of experience in financial functions.
  • Required- Minimum of 3 (three)- 5 (five) years of experience in DoD contracting OR related industry.
  • Required- Effective communication and presentation skills to provide complex financial and accounting information in a manner that is clearly understood by a varied audience.
  • Required- Advanced knowledge and application of Microsoft Excel
  • Required- Outstanding management and leadership abilities.
  • Required- Strong analytical skills.
  • Knowledge of Unanet or other government accounting software applications.
  • Knowledge of WAWF/PIEE
  • Knowledge of DCAA Incurred cost expense submittal and provisional rate submittals.
  • Knowledge of various contract types and invoicing processes
REPORTING INFORMATION
  • Work Schedule
    • Hours- 8:00 AM- 5:00 PM PST
    • Days- Monday- Friday
      • Flex Fridays= Payday Fridays, working remotely.
  • Working after-hours, some weekends, and some holidays are conditional and may be required to meet deadlines.
