Department Management:
Manages the day-to-day functions of the Public Safety Department including scheduling, timekeeping, absence management, education/training, recruiting, and other supervisory duties.
Ensures proper public safety response to emergencies or codes
Maintains fiscal responsibility by controlling costs and expenses
Develops, implements, reviews, revises, and submits for approval, departmental policies and protocols that support the safety and security of the facility as well as appropriate activity of the Security resources.
Fosters a culture of safety among public safety colleagues
Proactively investigates security vulnerabilities and implements changes to correct areas of improvement
Planning and implementing comprehensive security strategies.
Maintains, monitors the use of, and educates staff on proper use of Security Technology:
Handheld radios
Surveillance system
Access Control Equipment and software
Employee identification Equipment and software
Visitor and vendor management systems
metal detection equipment
panic alarms
Investigates and resolves incidents of unusual circumstances reported by hospital staff, visitors, physicians, or patients. Demonstrates good investigation/interview techniques.
Performs the job of Security Officer when required.
Demonstrates the ability to be flexible, organized and function under stressful conditions.
Staffing
Recognizes potential changes related to aging and/or culture and adjusts communication accordingly. i.e., diminished hearing; speaking clearer or slightly louder without shouting.
Recognizes potential changes related to aging and identifies/reports potential safety hazards, i.e. changes in gait, physical plant barriers (curbs, ice) and visual changes (signage, lighting).
Recognizes differences in educational and cultural backgrounds and adjust information accordingly.
Encourages questions and answers, while maintaining employee respect and dignity
Acts as liaison between Security Officers and the Regional Director of Security and Emergency Management.
Assists in developing, reviewing, and participating in security training for hospital staff, including new employee orientation, ongoing education in high-risk areas, etc.
Plans and implements training programs for Security Officers to achieve performance standards including any new policies, procedures, equipment, or techniques. Documents education ensuring that education is current and up to date.
Participates in performance improvement and information management programs.
Attends annual review and performs departmental and hospital-wide in services, as needed.
Works at maintaining good rapport and a cooperative working relationship with physicians, departments, and staff.
Assigns and assures public safety officers’ duties are completed.
Responsible for completing evaluations of direct reports as well as review/approval of other Security personnel. Responsible for the reviewing, discussing, and approving scheduled evaluations of new staff. Conducts and approves corrective actions for security personnel.
Resolves staff concerns at the department level, utilizing the Culture of Safety process as required.
Reports to the Regional Director of Security and Emergency Management regarding Security Officers’ performance. Provides input during performance evaluations. Keeps Director informed of department activities.
Patrol tours: Coordinates the Patrol of buildings and grounds, inspection of doors and locks to determine the safe level of security
Patrols parking areas to detect any irregularities and enforces parking regulations.
Keeps fire lanes, fire hydrants and ambulance entrances free of vehicles.
Assists motorists who become stranded on Hospital property.
Coordinate the monitoring of cameras to see all persons entering and leaving the hospital premises, including those with suspicious packages.
Inspects outgoing parcels as necessary to prevent theft of hospital property.
Ensure Proper Emergency Response:
Ensure public safety department is utilizing patient-centric de-escalation techniques
Ensure response to all “Code Red” calls
takes active part in all fire programs
Ensures response to all Emergency Code alerts
Responds to all CODE alerts
Notifies all key personnel and local authorities
Creates plans Crowd and media control
Ensures planning and response to an infant or child abduction
Plans for and tests lockdown of facility
Prepares for and assists with helicopter landing
Locates and demonstrates set-up of Haz Mat cart materials.
Demonstrates knowledge in response to suspicious packages
Safety:
Ensures all vehicle drivers utilizes seat belt in vehicle
Utilizes personal protective equipment correctly whenever there is the possibility of exposure to blood or body fluids (mask/shield, gloves, etc.)
Utilizes proper body mechanics when lifting, transporting or moving people or objects
Violence in the Workplace:
Ensures proper response to emergency calls for assistance to control disorderly conduct or combative patients
Responds to emergency calls using a patient-centric approach and de-escalation techniques
Escorts unruly visitors/employees from the building
Participate in workplace violence committee(s)
Documentation and Requisitioning:
Ensures staff completes daily logs, detailing events, times, outcome. Monitor rounding compliance by guards to ensure daily checks of all hospital areas and departments are complete.
Ensures staff completes detailed incident reports in a timely manner
Ensures risk reports are completed, when appropriate
Compiles monthly security data of department activities, and reports out to the environment of care committee.
Monitors data for trends and opportunities for improvement.
Conducts thorough investigation of incidents.
Attends committee and management meetings, as appropriate.
Assists in maintaining regulatory requirements including state, federal and TJC regulations.
Ensures compliance with policies and procedures regarding department operations, fire, safety, emergency management, security, and infection control; updating as needed.
Patient/Visitor Safety:
Train Ensure campus properties are maintain well-lit, and reports any outage of lights to Maintenance. Inputs work order sprocket requests to maintenance as needed from findings on daily or EOC rounds.
Recognizes potential changes that may pose safety hazards, e.g. physical plant barriers (curbs, ice) and any visual changes (signage, lighting)
Assures that staff complete the following functions:
Greets and directs visitors and employees in a professional and courteous manner.
Appropriately collects, documents, stores, and retrieves patient valuables.
Maintains “lost and found”.
Assists with adherence to visitation policy:
Family members
Other visitors
Police/attorneys
Provides access to morgue as needed:
Maintains log book
Releases body
Treats body with respect.
Handles loitering while maintaining dignity and respect of those involved.
Demonstrates ability to prevent, recognize and report abuse.
Incoming Utilities and Areas of Service, and Property Maintenance:
Train public safety officers to be the eyes and ears of the hospital.
Report any unusual situations and or outages of electric, water, natural gas, and medical gases to Maintenance. Report to Maintenance any issues around snow and ice removal.
Report issues of cleanliness to Environmental Services
Monitors grounds for needed repairs and reports to director in a timely manner.
Active member of Fire Response Team
Monitors grounds and property for needed repairs and reports to Director in timely manner.
Utilizes staff to controls access to the Emergency Department treatment areas and main hospital including allowing only approved visitors in the treatment area.
Emergency Management
May assume responsibility (be designated as) campus Emergency Management Manager and assume responsibility for providing direction for emergency management planning, training, and event response to include business continuity and recovery initiatives.
As designated, will coordinate with the Regional Director of Security and Emergency Management to establish the process and standards for assessing medical center vulnerabilities (Hazard Vulnerability Assessment) for compliance with regulatory and accreditation agencies.
As designated, will assume initial command and control of disaster or emergency response situations until relieved by higher authority.
As designated, will respond to any type of disaster or emergency situation that might occur on campus property to initiate mitigation or resolution strategy.
As designated will administer emergency management and response programs to promote the safety of NAZARETH/SMMC, patients, visitors, contractors and employees as prescribed by regulatory agencies in a manner consistent with enterprise emergency management policies and practices.
May assume responsibility (be designated as) campus Emergency Management Manager and assume responsibility for providing direction for emergency management planning, training and event response to include business continuity and recovery initiatives.
As designated, will coordinate with the Regional Director of Security and Emergency Management to establish the process and standards for assessing medical center vulnerabilities (Hazard Vulnerability Assessment) for compliance with regulatory and accreditation agencies.
