General Information
Work Location: 1112 Manatee Ave, W, Bradenton, Florida 34205
Work Hours: Monday - Friday 8 am - 5 pm
Manages and directs operational and/or support Information Technology (IT) services for the Department, according to area of assignment. Emphasis is on providing leadership in generating continuous improvement to the quality and effectiveness of business operations and systems. Assigned broad range of projects across County operations to assist County Administration on analysis and improvement initiatives with a particular focus on internal auditing, ROI analysis, business case development, and special projects aimed at financial optimization. Develops operational controls and policies to ensure compliance with internal and external audits, fostering financial integrity and accountability within the County. Specializes in conducting ROI analysis to evaluate the financial viability of projects and initiatives, providing strategic insights. Excels in crafting compelling business cases that outline financial benefits and risks, guiding informed decision-making by County Administration and the Board of County Commissioners. Leads special projects focused on financial efficiency enhancement, leveraging financial acumen to drive tangible results for the County Administration.

Job Description
Essential Functions (according to area of assignment):

Understands the concept of project life-cycles, and the use of project phases; and contributes to the support of this process which allows the project to be considered as a sequence of phases and which provides the structure and approach for progressively delivering the required outputs.

Oversees and directs the Organizational Development / Change Management Programs, and meets with decision makers, system owners, and end users to define business, financial and operational requirements, business objectives and desired outcomes.

Work is performed with considerable latitude within established guidelines.

Reviews and analyzes the effectiveness and efficiencies of existing programs, processes and systems, and develops strategies for improving or further leveraging them.
Provides supervision and organizational management of business services and other related support functions.
Applies a structured methodology to achieve organizational readiness, and leads change management activities.
Conducts research on products, services and licenses to justify recommendations, and to support purchasing, negotiation and contract administration efforts.
Supports the design and implementation of integrated organizational structure, role profiles, culture, performance measurements, competencies and skills; to facilitate strategies for change and for the training necessary to enable the change.
Assists with developing process standards, guidelines, methods and tools.
Develops and ensures implementation of benchmarking and performance measurement programs designed to promote continuous improvement in all areas of the department. Conceptualizes, researches, designs, develops and/or revises various reports, proposals, grant requests, training curricula, and printed materials.
Settles disputes and resolves customer conflicts of a complex and difficult nature.
Represents the department at various public meetings and makes presentations to the Board of County Commissioners and other public agencies.
Develops operational controls and policies for the department or division and ensures compliance with internal and external audits.
Plans, assigns, directs, and evaluates work of assigned staff.
Performs systematic identification, analysis, and planning of actions with which to engage, communicate, negotiate, and influence stakeholders.
Establishes and maintains effective working relationships with colleagues, other County departments, agencies and the general public.
Prepares and communicates information clearly, both orally and in writing.
Searches for agreement, and seeks acceptance, consensus and alignment of views, both formally and informally.
Manages COOP disaster plans and activities addressing mitigation, response, recovery, and preparedness actions. Serves as a Liaison to the Emergency Operations Center (EOC) Public Safety Department.
Works emergency situations (including weather and other extreme conditions) as required.
May serves as Director, when assigned, in his/her absence.
Performs other work as requested.
Minimum Qualifications
Bachelor's degree in accounting, finance, business administration, public administration, information technology (IT) or a closely related field.
Minimum of five (5) years' experience in financial or business administration, or business service management, including experience with automated systems.
Minimum of three (3) years supervisory experience.
Valid driver's license with valid Florida driver's license within 30 days of hire.
Equivalent combinations of education and experience may be considered.

Knowledge/Abilities/Skills
Knowledge of billing systems and their integration and reconciliation with a separate financial accounting system.
Knowledge of generally accepted principles of accounting.
