TRP051, Transportation Specialist 2 (L) – “LTAP Program Manager”

Job Salary: $63,800

Job Specific Duties: Under limited supervision, manage and oversee all center operations. Manage short- and long-term planning and calendar of course offerings and special events to support the training and development needs of local agencies. Forecast and develop annual program budget and monthly spending plan. Ensure the proper execution of all contracts and grant administration. Develop curriculum and provide supervisory training and technical assistance to local agencies in a broad array of areas including transportation policy and planning, roadway maintenance, infrastructure management, supervisory management, roadway safety and workforce development. Ensure that the LTAP Program remains relevant by maintaining awareness of current research, transportation technologies, and industry best practices in support of all program offerings. Create and implement innovative safety programs by developing and implementing marketing and outreach strategies. Independently represent the Department and the LTAP Center at state, regional and national events. Note: Travel is required.

The Local Technical Assistance Program (LTAP) is a partnership between the Federal Highway Administration, The Georgia Department of Transportation to support local and rural road agencies across the state by providing workforce development and training, technical assistance, technology transfer services, and information exchange, to help them manage and maintain their transportation infrastructure.

The LTAP Program Manager will manage and oversee all aspects of the LTAP program including the:

Creation and approval of annual Work Plan.
Creation and management of annual program budget, including tracking of revenue and expenses.
Supervision LTAP Center support staff.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

STATE ENTRY QUALIFICATIONS:

Bachelor's degree in a related field and Six months of related experience

OR Associate's degree in a related field and One year of experience

OR One year of at position equivalent.

AGENCY SPECIFIC QUALIFICATIONS:

  • Demonstrated experience to effectively communicate verbally and written to all levels within of an organization and technical entities
  • Demonstrated experience to utilize basic computer applications such as word processing, spreadsheet, and/or database management programs
  • Demonstrated experience to effectively apply new knowledge and skills in work to adapt quickly to change
  • Possesses strong oral communication skills, expresses ideas and facts to individuals or groups effectively
  • Demonstrated experience to work and communicate with managers, coworkers, and external personnel in a professional, cooperative manner
  • Demonstrated experience to make sound and well-informed decisions
  • Demonstrated ability to develop new, effective methods and procedures where existing methods and procedures are inapplicable or are unavailable
  • Demonstrated ability to effectively manage own priorities setting well-defined and realistic personal goals

  • Committed to providing quality customer service

AGENCY PREFERRED QUALIFICATIONS:

  • Demonstrated experience to instruct others in field application transportation (i.e., construction, engineering, maintenance) methods and practices

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
