Organization OverviewThe Central Florida Family Health Center, Inc. dba True Health is a private, not-for-profit federally qualified health center (FQHC) serving Central Florida since 1977. Our mission is to provide high-quality, comprehensive healthcare at a reasonable cost to everyone.
Job SummaryThe Director of Human Resources is responsible for the strategic leadership, direction, and coordination of Human Resources processes; including policy development, staffing, compensation protocols and benefits development and administration, adherence and compliance with state and federal employment laws; e.g., Fair Labor Standards Act, Title VII, Americans with Disability Act (ADA), Americans with Disability Act Amendments Act (ADAAA), Family Medical Leave Act, etc. Primary responsibilities include staff supervision, developing program policies and procedures, managing program staff, and ensuring that all programs are administered in accordance with the organization’s philosophy, policies and procedures, government regulations, and specific contract agreements. This is NOT a remote position.
Key Responsibilities
  • Maintains a transparent, effective relationship with the executive and senior leadership team by supporting the organization’s activities
  • Focus on several critical areas: building employee empowerment, developing managerial competency, and enhancing organizational culture
  • Fosters an environment and culture that focuses on fulfilling the company’s mission, vision, and values
  • Ensures the development of departmental plans, goals, mission, policies, and procedures
  • Ensures selection, training, monitoring, and evaluation of departmental staff
  • Develops and implements human resources plans for sites including recruitment, selection, promotion/transfer, orientation, compensation administration, and labor relations in collaboration with management team
  • Educates and advises administrative and clinical managers on personnel issues including termination, labor disputes, and employee morale
  • Oversees the conduct of compensation surveys and recommends changes to ensure the organization remains competitive with market rates for wages/salaries and benefits
  • Maintains/monitors records of workers compensation, equal employment opportunity (EEO), Americans with Disabilities Act (ADA), Family Medical Leave Act (FMLA), unemployment, and other employee claims and requests.
  • Develops Human Resources analytics and provides senior executives with trend analysis, audits, and reports
  • Recommends changes to policy and training to ensure compliance with laws, regulations, or policies
  • Practices open-door policy to encourage employees to discuss grievances
  • Facilitates peer-to-peer and employee/manager discussion/mediations.
  • Recommends and facilitates employee recognition efforts and events.
  • Provides direction and leadership in the management of all divisional fiscal operations and systems. Implements and administers division-wide financial management and reporting processes, budgeting, financial analysis and business modeling.
  • Oversees the management of electronic business and administrative information systems, reporting, and process improvement.
  • Directs and coordinates the review, development, and operational restructure of operational support programs, services, and/or initiatives; provides direction and leadership with respect to implementing and managing change.
  • Monitors program efficiency and success; revises processes and procedures to reflect contemporary approaches to improving program effectiveness.
  • Directs and coordinates the activities of managerial, professional, and administrative support staff; establishes benchmarks and standards, monitors workload and productivity and evaluates performance; promotes staff training and development and provides leadership in analyzing and resolving complex issues
  • Designs or participates in the design and establishment of organizational structures and staffing to effectively accomplish the organization's goals and objectives
  • Provides strategic leadership in the development and establishment of applicable Human Resources policies and procedures; serves on planning and policy-making committees
  • Serves as a primary and comprehensive source of consultation and expertise to administration and management on strategic and complex HR operational issues of key significance to the institution
  • Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement
  • Develops and implements written, objective policies and procedures
  • Supervises human resources team directly, provide guidance and support to managers, and analyze company-wide employee performance reviews
  • Conducts compliance reviews
  • Drive the strategy, direction, and execution of the Human Resources Department internally and externally through relationship building, project management, and program development
  • Participates in Health Resources Services Administration (HRSA) Operational Site Visits and other federal/state regulatory and accreditation audits.
  • Participates in professional development activities and maintains professional affiliations
  • Fosters and develops partnerships to further the mission of the organization

Minimum Qualifications
  • Education:
  • Bachelor’s of Science degree in the Human Resources field preferred
  • Experience:
  • Minimum of five (5) years’ experience as an Human Resources professional preferred
  • Minimum of two (2) years’ experience in a Human Resources supervisor role
  • Advanced proficiency in Microsoft Office (Ex. Word, Excel, Outlook, PowerPoint)
  • Federally Qualified Health Center (FQHC) or community health experience a plus
  • Licenses or Certifications:
  • Society of Human Resources Management (SHRM)
  • Criminal Background Clearance:
  • True Health is a Health Center Program grantee under 42 U.S.C. 254b, a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n), and partners with agencies that require criminal background checks. True Health has established policies and procedures that may influence the overall employment process, hiring, and “just cause” for the termination of employees. An employee’s career could be shortened if there is a violation of any policies and procedures.
Significant conviction is defined as a conviction or under indictment for any felony, conviction and/or incarceration for any misdemeanors within the last ten (10) years, or conviction and/or incarceration of any computer crime.
Any employee arrested under the auspices of significant conviction records as listed above will be immediately suspended and remain suspended until the charges are disposed of in court. The employee will be terminated for an arrest or conviction of any violation listed above.
DRUG/ALCOHOL SCREENINGSA post-offer drug and alcohol screen is a requirement for employment. Failure to successfully pass the drug/alcohol screen will be cause for the offer to be rescinded. Employees are subject to random drug/alcohol screenings throughout the duration of their employment with True Health. If an employee fails to pass the drug/alcohol screening, then this shall become grounds for discipline up to and including immediate termination.
WORK ENVIRONMENT
  • The employee is subject to prolonged periods of sitting at a desk and working on a computer.
  • The employee is subject to perform repetitive hand and wrist motions.
  • The employee is frequently required to stand, walk, talk, and hear.
  • The employee is occasionally required to use hands to handle or feel objects, reach with hands and arms, stoop, kneel, crouch, and move or lift up to twenty-five (25) pounds.
  • The employee is required to use close vision, peripheral vision, depth perception, and adjust focus.
  • A reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.
WORKING CONDITIONSThe employee will work as the needs of the operation require. Normal work days and hours are Monday through Thursday, 8am – 6pm and Fridays, 8am – 12pm; however, there will be times when the employee will need to come in or work on “off hours” or “off days” to meet the needs of the position.
