Posted Job Title Business Administrator C (Sponsored Research Grants) Job Profile Title Business Administrator C Job Description Summary Experienced research administrator needed to manage grants & contracts, finance & HR/payroll for 3 divisions in Dept of Psychiatry. Responsibilities include budget creation, proposal development, financial management and forecasting, procurement, accounts payable, HR & payroll, accounts payable and space management, as part of a team. Must be capable of managing multiple complex tasks with minimal supervision. Job Description Experienced research administrator needed to manage grants & contracts, finance & HR/payroll for 3 divisions in Dept of Psychiatry. Responsibilities include budget creation, proposal development, financial management and forecasting, procurement, accounts payable, HR & payroll, accounts payable and space management, as part of a team. Must be capable of managing multiple complex tasks with minimal supervision. Job Responsibilities Pre- and post-award support for federal and non-federal sponsored projects, including proposal preparation and budget development, progress reports, subcontracts, grant accounting, and compliance with federal regulations. Financial analysis, report preparation, financial presentation (i.e. account reconciliation, gift, endowment, operating, and discretionary reporting) on a routine basis as dictated by the accounting cycle, as well as in response to ad hoc requests. Research and report of all variances providing specialized and/or projection reports as needed. Review, analysis, data interpretation and recommendation based on findings. Support of transaction processes, including audit compliance and sign-off on transactions, and accompanying documentation, approval of purchase orders, in order to ensure adherence to the university's accounting policies. HR & payroll support for research staff, including financial review and request to hire or reappoint staff, postdocs, students, temporary workers and consultants. Ensure compliance with labor regulations and University HR policy. Request/approve systems access for onboarded employees. Maintain and track faculty and staff salary distribution payroll. Space management: Review/approve requests for facilities services, including building maintenance/repairs, phone lines, copiers, keys, archiving. Other duties and responsibilities as assigned. Qualifications ·Bachelor of Science/Arts and 3 to 5 years of experience with federal grants and contracts administration or an equivalent combination of education and experience required. Knowledge of federal regulations for sponsored research grants & contracts, esp. Uniform Guidance Familiarity with diverse grant funding mechanisms, esp. NIH, with respect to preparing proposals (esp. in Grants.gov), progress reports (esp. in eRA Commons), and financial reporting. Knowledge of basic labor law and regulation relative to employment; capable of HR/payroll responsibilities Ability to manage and track status of multiple tasks, prioritizing by time sensitivity and importance, with minimal supervision Good computer skills, esp. with MS Office suite and Adobe forms. Knowledge of Penn's systems (PennERA, BEN Financials Workday) is a plus; otherwise demonstrate ability to learn complex software for proposal development, finance/accounting, and HR, as well as relevant internal and external policies. Strong written communication skills, essential to working with faculty and staff in a hybrid work environment.
