TSS is seeking a Grant Specialist to support the Washington Headquarters Services (WHS) that provides a wide range of administrative and operational services that enable DoD components to accomplish our shared mission of supporting the Secretary of Defense. Public Trust level clearance is required. Develop and publish funding announcements.Provide advice and recommendations on matters of grants, cooperative agreements, and cost-share arrangements.Support all phases of award including pre-award, award and post-award to include acquisition planning, source selection, technical assistance, and administration of grants and cooperative agreements.Assist with developing pre-award statement of work, statement of objectives, market research, and other requirement documents for grants, cooperative agreements, and other types of contracts when needed.Interpret Federal (OMB) and Department of Defense (DoD) guidance for federal assistance vehicles andcontracts.Ensure compliance with Federal, DoD regulations, and local guidance Pre-award Support Services: The contractor shall:Review acquisition packages for assigned requirements to provide recommendations for FAR-based acquisitions;Provide support in preparing market research, IGCE, and Quality Assurance Surveillance Plan (QASP);Provide recommendations for FAR-based acquisition strategy for procuring required supplies or services by performing market analysis.Provide support in preparing pre-award file documents for review and approval Award Support: The contractor shall perform award support for the Contract Administration Support and shall provide the following:Perform administrative reviews of proposals and quotes;Perform price and cost analysis;Assist in the preparation of award documents such as Price Reasonable and Basis of Award memorandums Years of Experience:Minimum 5 years of demonstrated experience Education:Bachelor’s degree
