DEFINITION
Under general direction, plans, organizes, directs, oversees, coordinates, and performs the technical functions related to the establishment and maintenance of account and fiscal records including accounting, financial management, grants, purchasing and contracts administration, and information technology; budgetary and statistical evaluations and analysis; ensures fiscal integrity, fiscal control and accountability for all fiscal operations in the agency; direction of staff engaged in accounting, budgetary and statistical work; coordinates assigned activities amongst agency divisions, with other County departments and outside agencies; provides highly responsible and complex technical and administrative support to assigned agency department head and others in areas of expertise; performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the assigned department head. Exercises direct and general supervision over professional, technical, and administrative support staff.
CLASS CHARACTERISTICS
This is a management classification responsible for all activities related to the fiscal operations of the agency. This position typically exists in larger county agencies with multiple divisions where the volume and complexity of the accounting, budgetary and statistical work require developing systems and fiscal controls in accordance with accepted professional accounting techniques. Responsibilities include performing diverse, specialized, and complex work requiring significant accountability and decision making responsibility. The incumbent organizes and oversees day-to-day activities and is responsible for providing professional-level support to the department and division heads in a variety of areas. Successful performance of the work requires an extensive professional and technical background as well as skill in coordinating work within the agency as well as with other County, departments and external agencies. This class is distinguished from the department head in that the latter has management responsibility for all departmental programs, functions, and activities, and for developing, implementing, and interpreting public policy.
EDUCATION AND EXPERIENCE:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be
Equivalent to graduation from an accredited four-year college or university with major coursework in business, public administration, accounting, or closely related field and three (3) years of increasingly responsible administrative or supervisory experience in financial management, preferably in the public sector.
LICENSES AND CERTIFICATIONS:
Possession of a California driver's license and a satisfactory driving record.
