U.S. Capitol Police is Hiring a MANAGER, PROPERTY AND ASSET MANAGEMENT Near Washington, DC

Duties

This position is located in the Office of the Chief Administrative Officer, Office of Logistical Services, Property and Asset Management Division.
The Property and Asset Management Division is responsible for providing for the purchase and distribution of Department-wide uniforms, law enforcement equipment and materials, managing the purchasing, distribution and accountability of all weapon systems and ammunition, property accountability, inventory control and related acquisition planning, central receiving, distribution, storage, utilization rates, maintenance, re-utilization and disposal services.
The incumbent provides technical and administrative supervision and oversight to administrative personnel engaged in the management and operations of the Division. Assigns work, sets priorities and coordinates project schedules to meet established deadlines. Develops and implements performance metrics. Reviews and evaluates employee performance. Recommends employees for promotions, encourages and recognizes employee achievement and approves leave requests.
Provides senior leadership and expertise in the planning, implementation, maintenance and modification of an automated property management fixed asset system – MAXIMO Asset Management Software.
Provides advice to management regarding the creation and development of the Division’s short- and long-range strategies, plans and goals. Identifies and documents assigned and potential projects; leads the development and execution of the projects.
As Contract Officer Representative, serves as technical liaison by monitoring the contractor’s performance and delivery of services. Ensures technical proficiency and compliance with the defined Statement of Work specifications.
Represents the Division and the Office of Facilities and Logistics at high level meetings and conferences where initiatives are likely to have wide ranging impact.

Serves on interagency and other committees of broad importance as a recognized authority on the property and inventory management program.

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-13 level you must have at least one (1) year of specialized experience that is equivalent to at least the CP-12/GS-14 level which is in or directly related to the line of work of the position to be filled.

Specialized experience is defined as the following:

(1) Experience providing supervision, leadership, and direction to staff members which includes planning, organizing, and reviewing work assignments.

(2) Expert knowledge of supply, property and asset management practices and a wide range of principles, concepts, and methodologies of supply management programs.

(3) Skill in resolving existing policy issues and developing new policy and program guidelines in supply support operations, asset and inventory management.

(4) Skill in qualitative analytical techniques; conceptualizing alternatives and creating solutions to complex supply and property management activities.

Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
