U.S. Capitol Police is Hiring a Supervisory Information Technology Specialist Near Washington, DC

Duties

This position is located in the Service Operations Division (SOD), Office of Information Services (OIS), Office of the Chief Administrative Officer (OCAO), United States Capitol Police (USCP).
Serves as the Associate Director for the Service Operations Division (SOD) and is responsible for managing end-user support for over 3,000 USCP and external customers, both on-site and remote. Activities include the evaluation of new technologies, establishing standards, procedures and service-level agreements and providing a range of technical support services including requirements analysis, acquisition, installation, customer service and training.

The SOD AD maintains the OIS Help Desk and customer focus initiatives, while providing direction in all end-user technology issues in support of information operations. Participates in the formulation and implementation of OIS’s short and long-range goals.

Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances.

Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Excellent interpersonal skills are necessary to interact with USCP staff, senior staff, officials from other agencies and the public. Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language.

Serves as the technical expert responsible for tracking budget expenses, Project Management, Problem Solving, end-user support, desktop and mobile device management, software management, telecommunications, user experience, Help Desk management, and People Management.

Advises the Office of the Chief Information Officer (OCIO) about the costs, efficiencies and desirability of revising or adopting new approaches and standards for new technologies. Conducts studies and evaluations of information technology, including desktop hardware and software concerning the capacity and performance against known and forecasted demand and the efficiency and effectiveness of the technology. Implements these technologies to support the development of USCP information systems.

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must complete a one year probationary period. This is not a remote position. Telework is eligible as determined by the agency policy.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-13/GS-15 you must have one year (52 weeks) of specialized experience equivalent to at least the CP-12/GS-14. Specialized experience is defined as experience which includes: managing a service desk by supporting customer desktop systems (software, hardware and documentation) by providing advice, support and training; develop and monitor customer service standards; provide advice to those developing or using microcomputer-based applications systems; and planning, assigning and reviewing the work of subordinates.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
