U.S. Coast Guard is Hiring a Legal Instruments Examiner, GS-0963-09 Near Martinsburg, WV

Qualifications:

At the GS-09 level:  Applicants must have one year of specialized experience equivalent to at least the GS-08 grade level in the federal service. Specialized experience is the experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of the position and is typically in or related to this line of work. 

Examples of specialized experience include: Examination and adjudication of applications; including knowledge associated with merchant and military shipboard duties; ability to perform research and analysis including use of multiple complex databases specific to the mariner credentialing program.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Responsibilities:

Being a CG civilian makes you a valuable of a CG team. Typical work assignments include:

• Reconciling contradictions, conflicts and inconsistencies in documentation submitted in support of an application for a Coast Guard issued credential. Incumbent must exercise judgment in determining the applicability of legal guidelines and the reasonableness of such guidelines to individual cases. The incumbent must understand and accept the gravity of decisions on the livelihood of affected applicants.
• Providing written and oral accurate, authoritative, and explicit replies other government agencies, maritime academies, maritime schools, other professional maritime organizations, and the general public on all matters concerning the technical knowledge, processes, production, and/or other aspects of credentialing maritime personnel to include the management, maintenance and retiring of merchant mariner records.
• Responsible for quality assurance and ensures that all work is performed in accordance with the MMS and that the MMS accurately reflects all work performed. The incumbent must ensure the most recent version of all guidance including the MMS is in use and is responsible for identifying and recommending improvement to processes or to the MMS in order to continually update the MCP Program.
• Helping, guiding, and assisting other in resolving more complex or difficult issues appropriate to the position.
• Determining reasonable equivalencies in cases not described in regulations.
