To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. QualificationsCurrent Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.To Qualify For This Position At The GS-11 Level, You Must Possess One Full Year Of Specialized Experience Equivalent To At Least The GS-9 Level In The Federal Government, Which Has Equipped You With The Skills Needed To Successfully Perform The Duties Of The Position. Experience May Be Obtained In The Federal Government, a State Or Local Government, Or Private Sector, And Must Demonstrate The Following:
  • Collaborating with a team to develop and deliver preparedness exercises or other projects complex in scope and execution:
  • Preparing and presenting analytical studies on national preparedness, and
  • Preparing after action reviews to identify gaps in capabilities, opportunities for improvement, and best practices.
  • OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Failure to provide your transcript will result in an ineligible rating. -OR- Combination of specialized experience, as described in the vacancy announcement, and related graduate level education, beyond the first two years of graduate level study, that when combined, meet the qualification requirements for this position.
To Qualify For This Position At The GS-12 Level, You Must Possess One Full Year Of Specialized Experience Equivalent To At Least The GS-11 Level In The Federal Government, Which Has Equipped You With The Skills Needed To Successfully Perform The Duties Of The Position. Experience May Be Obtained In The Federal Government, a State Or Local Government, Or Private Sector, And Must Demonstrate The Following:
  • Planning exercises to include developing project schedules, planning and leading meetings, developing meeting and exercise products (including senior leader briefings);
  • Leading analytical studies to provide advice on national preparedness and managing partnerships and coordinating; AND
  • Demonstrating project management skills to include initiating and leading analytical projects while engaging and ensuring buy-in with a wide variety of stakeholders on national preparedness.
