This position IS in the bargaining unit.
This position IS NOT considered "essential" for purposes of reporting to work when the facility might otherwise be closed.
Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Probationary Period: You may be required to serve a probationary period of 1 year.
QualificationsThe qualifications for this position must be met by 11:59 PM (Eastern Time) on 06/14/2024.Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 06/14/2024.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Recording administrative transactions which may include preparing automated reports and spreadsheets;
  • Communicating orally and in writing to develop and deliver briefings, project papers, statute/staff reports, and correspondence;
  • Performing duties associated with day-to-day emergency management or safety operations. OR
  • You may substitute successful completion of a Master's or equivalent graduate degree or at least two (2) full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field related to the work of this position.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Analyzing Data from a variety of sources to develop trends, patterns, profiles, estimates, and studies;
  • Develops detailed reports with findings based on analysis of emergency response, safety, and emergency management for a variety of audiences;
  • Identifying and recommending solutions to a wide range of emergency management or safety issues. OR
  • You may substitute successful completion of a Ph.D. or equivalent doctoral degree or at least three (3) full years of progressively higher level graduate education leading to such a degree or LL.M. in a field related to the work of this position.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
  • Represents the organization at high level meetings, working groups and/or conferences;
  • Provides sound advice to leadership on short- and long-range strategic goals and objectives related to emergency management and safety operations;
  • Conducting inspections to ensure emergency operations AND safety procedures are in compliance with various directives, policies and regulations;
  • Evaluates and develops emergency management policies and procedures to resolve complex problems.

EDUCATIONAL SUBSTITUTION: There is no educational substitution at the GS-12 grade level.
