Duties
If selected for this position, you will join a well-respected team in the Administrative Division that is responsible for performing a variety of complex procedural and technical duties related to the formulation and execution of the District budget and financial management activities.
Typical work assignments include:
Maintaining and reviewing financial documents, verifying accuracy, approving expenditures and analyzing affect to overall financial management activities;
Preparing invoices and other fiscal items for payment; verifying amounts with original obligation documents; noting, clarifying and correcting discrepancies;
Initiating and completing all correspondence necessary to resolve discrepancies in fiscal transactions with vendors and/or commercial firms;
Providing office automation support to the Budget Office staff;
Using financial management systems to locate information, extract data and run reports;
Entering obligations, amendments, delivery and all actions into the official financial system; and
Reviewing the utilization of funds, funds availability and overall budgetary process of the agency.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

You must be a United States Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one year probationary period.
You must meet all qualification requirements upon the closing date of this announcement.
Qualifications
GS-5: To be eligible at the GS-5 level, you must have: at least one year of specialized experience equivalent to the GS-4 level; or four years of education above the high school level; or a combination of both specialized experience and education as explained below.
Specialized Experience: Defined as experience providing administrative support using automated office systems such as word processing, spreadsheets, electronic mail, and databases for gathering and reporting information, filing, and records management; reviewing data for erroneous issues; researching legal and regulatory material to obtain factual information for use by others.
OR
Combining Education and Experience: Successfully completed post-high school education may be used to meet the total one year of specialized experience requirement equivalent to the GS-4 grade level. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
GS-6: To be eligible at the GS-6 level, you must have one year of specialized experience equivalent to the GS-5 level in Federal service.
Specialized Experience: One full year of specialized experience equivalent to the GS-5 level in Federal Service. Examples of specialized experience include: assisting higher level budget analysts in monitoring a unit's operating budget; preparing routine payments, running recurring reports, and inputting data into an automated financial management system; reviewing documents with financial implications to ensure they are accurate and complete; preparing travel forms and assisting staff with use of automated travel system.
GS-7: To be eligible at the GS-7 level, you must have one year of specialized experience equivalent to the GS-6 level in Federal service.
Specialized Experience: One full year of specialized experience equivalent to the GS-6 level in Federal Service. Examples of specialized experience include: performing analysis of financial data to determine trends in obligations and expenditures and recommending budget changes as required; resolving routine budget inquiries; reconciling costs/accounts on a scheduled basis; preparing or assisting with travel authorization and expense vouchers; preparing invoices and other fiscal items for payment; noting, clarifying, and correcting financial discrepancies; reviewing budget estimates for obvious omissions, format incompleteness or inaccurate data; and entering obligations, amendments, deliveries and all actions into an automated financial management system.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy. To be well-qualified, you must satisfy all qualification requirements for the vacant position and receive a score of 85 or better on established ranking criteria.
