Duties
If selected for this position, the Systems Manager is responsible for independently planning, designing, executing, and supervising Information Technology (IT) programs, projects, and work involving a variety of IT specialty areas which support the information management needs of the District. Typical work assignments may include, but are not limited to:
Plans work to be accomplished by subordinates, sets goals and priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on programmatic responsibilities, priorities, and staff workload assessment. Makes determinations regarding projects or program segments to be initiated, diminished, and/or ceased.
Provides technical advice and assistance to resolve problems referred by staff.
Hears and resolves complaints and grievances from employees, referring to supervisor only those of a complex or precedent-setting nature. Recommends minor disciplinary measures as required.
Identifies developmental and training needs of staff; implements training based upon needs analysis.
Assures software and systems quality and functionality;
Plans systems implementation.
Responsibilities will increase and assignments will become more complex as your training and experience progress.

You must be a U.S. Citizen or National.
Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
You must be registered for Selective Service, if applicable.
If selected, you may be required to complete a one year probationary period.
If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
To qualify at the GS-13 grade level, you must meet basic qualifications by demonstrating at least (1) one year of specialized experience equivalent to the GS-12 level in the Federal service obtained in either the private or public sector.
Specialized experience is performing duties such as using information technology concepts, methods, standards and practices to evaluate and resolve hardware and software problems; planning and improving information systems to meet the needs of customer requirements; planning and scheduling the installation of new or modified hardware, operating systems and applications software; monitoring functionality, security and integrity of internet services; assessing IT policy needs; establishing metrics to measure, and evaluate system performance; troubleshooting end user computer hardware and software issues; maintaining systems accounts with various enterprise software programs; providing for customer training including orientation of new users; maintenance of server and LAN/WAN activities; maintenance and troubleshooting of network problems in various office locations.
