Duties
Conducts comprehensive analyses to determine technical requirements for new and updated applications software
Ensures the rigorous application of information security and information assurance policies, principles, and practices to develop and deliver application software
Implements, administers, and coordinates information technology (IT) acquisition efforts for the assigned portfolio
Analyzes and defines data requirements and specifications leading to the design and development of databases
Plans, organizes, and manages complex IT projects; exercising responsibility for plan and schedule development, estimating requirements, defining milestones, deliverables, deadlines, completion timeframes, and more

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - exercises direct accountability for analyzing and refining systems requirements;
Customer Service - working with customers to test applications
Oral Communication - articulates and communicates to contractor project managers, the assignment, project, or problem to be solved, actionable events, milestones, deadlines and timeframes for completion
Problem Solving - ensuring the rigorous application of information security/information assurance policies
AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with human-centered design services in application software development, and managing Application Software development teams and projects
Experience with project management in planning, procurement, execution, and completion of a project
Experience with application of information security/information assurance policies, principles, and practices
Experience in analyzing data requirements, data standards and policies; or IT architecture
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-12 position.

Qualifying specialized experience must demonstrate the following:

Experience with rigorous application of information security/information assurance policies, principles, and practices
Experience with new and emerging information systems cybersecurity trends, developments, and issues
Experience advising and consulting with end-users in their identification and evaluation of functions
Experience understanding database management, data standards and cloud technologies
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
