Duties
Major Duties:
  • Serves as advisor to the unit on procedures for the procurement of goods and services, and within delegated authority purchases supplies, equipment, and services for the unit utilizing a purchase card, or a blanket purchase agreement under micro-purchase authorities.
  • Provides human resources information and assistance to the unit. In that regard assists with the preparation of position descriptions and organization charts and prepares Requests for Personnel Action. Submits these documents to the Servicing Human Resources Office (SHRO) for the unit, and coordinates with that office on the completion of the requested action.
  • Responsible for the administrative oversight of various administrative processes, which may include processing financial, procurement, property, human resources, and other administrative forms or documents for the unit. Maintains tracking logs, action items, and manages administrative suspense items and transaction records.
  • Collects data for the unit's operating budget, consolidates material into an annual unit budget; sets up controls to monitor expenses during the year; and recommends budget adjustments including restructuring budget allocations or work plans to deal with changing situations such as varying costs for equipment parts, or services, and changes in the availability of funds.
  • Applies appropriate standards and procedures in the areas of 1) collection, safeguarding, and accounting of fees or donations; 2) impress funds or charge cards; 3) payment of invoices and collection of funds owed; 4) internal controls and auditing of waste, fraud, and abuse, and 5) travel requests and vouchers.
  • This position is budget focused.
Location:The Administrative Support Assistant (OA) position will be duty stationed in York County, SC at Kings Mountain National Military Park (KIMO).
This position is also responsible for the same duties at several other NPS units: Cowpens National Battlefield (COWP), Ninety Six National Historic Site (NISI), and the Overmountain Victory National Historic Trail (OVVI). All sites, aside from OVVI are located within the Piedmont region of upstate South Carolina. COWP is located in Gaffney, SC approximately 45 miles from Greenville, SC and 65 miles from Charlotte, NC. KIMO is located in Blacksburg, SC and is approximately 30 miles from Cowpens NB. NISI is located in Ninety Six, SC, and is approximately 87 miles from Cowpens NB. The OVVI is operated out of Cowpens NB.
All basic service including schools, medical and shopping facilities are located within a short drive of each park. There is a full range of housing for sale or rental in the area and the cost of living is considered moderate. Temperatures for the area range from very hot and humid in the summer to cool and moderate in the winter.

  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
QualificationsAll qualifications must be met by the closing date of this announcement-08/08/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40 hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position performs clerical and assistant work, and an ability to type at least 40 words per minute is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. You must indicate your ability by submitting documentation from a completed typing test or indicating the ability in your resume.- AND -
To Qualify For This Position At The GS-07 Grade Level, You Must Possess The Following Minimum Qualifications By Close Of The Announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing and processing financial, property, human resources, or other administrative forms or documents for a work unit; providing accurate and reliable advice on administrative functions such as: property management, records management, human resource management; expertise in management of personally identifiable information (PII); advising others on Federal Travel Regulations; serving as a travel preparer in a Travel Management System; be proficient in multiple federal computer systems, such as FPPS, FMBS, QuickTime, Concur, or other similar personnel and financial/business systems. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location. A Recruitment Incentive May Be Authorized for a newly selected employee when appointed to a permanent, temporary, or term position. A Relocation Incentive May Be Authorized for a Federal employee when the employee must move, as directed by the National Park Service (NPS) either through a management directed reassignment or selection for employment, to a different location at least 50 miles away from the one where his/her position of record held at time of selection is currently located, due to a need of the NPS. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.

Physical Demands: The work is mostly sedentary.
Working Conditions: The work is generally performed in an office setting.
