WHAT IS THE ONLINE SERVICES DIVISION?

The following are the duties of this position at the full working level.
  • Works to maximize the IRS' reach on the Internet by continually analyzing and monitoring the everchanging Internet landscape and making recommendations for adjustments to stay on the leading edge.
  • Guides exploration of new and alternative ways to engage in and leverage social media activities, sites, memberships, relationships, and traffic, as well as mobile devices in support of strategic business priorities.
  • Combines communications expertise with hands-on knowledge of social media, mobile devices, and emerging technologies to work with partners internally and externally to identify and assess new opportunities and technologies for communications viability.
  • Educates internal teams on how new emerging technologies can be used to achieve IRS objectives.
  • Designs, establishes, configures, and customizes new media mobile instances for the IRS to deliver a branded experience via market-leading new media outlets.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.   • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

SPECIALIZED EXPERIENCE: GS-09 -To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 level in the Federal service. Specialized experience for this position includes: experience with analytical methods and procedures to research the application and integration of Internet services, participate in conducting studies of Web site use, and recommend changes; Experience using knowledge of programs and processes sufficient to assist in the consultation and coordination of Web site development, and ensuring the site meets the information needs of customers; Experience using knowledge of Web site development sufficient to discuss issues and problems and recommend resolution to problems; identify system complaints and problems in relation to Web design.

Two (2) full academic years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study from an accredited college or university that demonstrate the knowledge, skills and abilities necessary to do the work.
OR
Master's or equivalent graduate degree in a related field of study that demonstrate the knowledge, skills and abilities necessary to do the work .
OR
LL.B or J.D., if related.
OR
A combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE: GS-11-To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 level in the Federal service. Specialized experience for this position includes: experience with analytical methods and procedures to research the application and integration of Internet services, participate in conducting studies of Web site use, and implement or recommend changes; Experience with programs and processes sufficient to participate in consultation and coordination with appropriate experts in Web site development, and ensuring the site meets the information needs of customers; Experience using Web site development sufficient to discuss issues and problems and recommend resolution to problems and provide input for the coordination, evaluation, and analysis of usability data; experience identifying system complaints and problems in relation to Web design and coordinate with experts for resolution.

Three (3) full academic years of progressively higher level graduate education leading to a PH.D. or equivalent doctoral degree in a related field of study from an accredited college or university that demonstrate the knowledge, skill and ability necessary to do the work.

A combination of qualifying graduate education and experience equivalent to that described above.
SPECIALIZED EXPERIENCE: GS-12 -To be minimally qualified for this position you must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience for this position includes: experience with analytical methods and procedures to research the application and integration of Internet services, participate in conducting studies of Web site use, and implement or recommend changes; Experience with programs and processes sufficient to coordinate, evaluate, and analyze usability data to determine if the needs of Web users are met. Your experience must also include providing analytical advice and assistance, including written and oral guidance, on the application and integration of Internet services and coordinate with others to determine appropriate solutions; Experience with Web site development sufficient to discuss and resolve problems with appropriate experts, interpret policies and procedures governing the planning and delivery of Service-wide Web products, and to provide expert advice, guidance, and recommendations on critical issues affecting Web design;. In addition, identifying system complaints and problems in relation to Web design and the ability to coordinate with experts for resolution.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
