The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • This developmental position described in the following Standard Position Description, is two grades below the full working level position, 97412, Human Resources Specialist; GS-0201-13. If selected at the GS-7, it would more than two grades below the full working level (GS-13).
  • Develops and maintains a proficient level of expertise, skills, and knowledge. Accomplishes the duties depicted in this position description efficiently, timely, and with high quality. Deals with others as needed to promote effectiveness and productivity.
  • Provides advice and information to top management and program directors throughout the Service on a wide variety of difficult program problems and issues.
  • Conducts personnel management reviews and special projects. Organizes and coordinates the evaluations efforts of recruitment and placement program operations and other comparable studies. Develops project plans, schedules due dates, and objectives; conducts fact-finding analysis and presents recommendations and conclusions to appropriate management officials.
  • Researches, identifies, and develops criteria and procedures to conduct program evaluations and to measure program accomplishments.
RequirementsConditions of Employment
  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • A 1-year probationary period is required.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • Undergo a review of prior performance/conduct and an income tax verification. If you are not in compliance, you will be determined unsuitable for employment with IRS.
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.
QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
GS-07 Qualifications: To be minimally qualified for this position at the grade 7 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 level in the Federal service. Specialized experience for this position includes: Experience with entry-level human resources assignments that include analyzing problems to identify significant factors, researching and gathering pertinent data, and recognizing solutions; experience planning and organizing work, and communicating factual and procedural HR information clearly, verbally, and in writing.
OR You may substitute education for specialized experience as follows: One (1) full year of graduate level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify with an equivalent combination of qualifying graduate education and experience.
GS-09 Qualifications: To be minimally qualified for this position at the grade 9 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 7 level in the Federal service. Specialized experience for this position includes: Performing highly structured work designed to develop broader and more in-depth assignments used within Staffing and Recruitment HR functions; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding Staffing and Recruitment HR processes. Knowledge of the concepts, practices, laws, regulations, and policies related to HR.
OR You may substitute education for specialized experience as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with an equivalent combination of qualifying experience and education.
GS-11 Qualifications: To be minimally qualified for this position at the grade 11 level, you must have at least one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 9 level in the Federal service. Specialized experience for this position includes: Applying a wide range of methods, principles, and practices commonly used within Staffing and Recruitment HR functions; performing highly structured work designed to develop broader and more in-depth assignments; communicating factual and procedural HR information clearly both orally and in writing; researching, gathering, and analyzing facts and drawing conclusions regarding Staffing and Recruitment HR processes. Experience analyzing data and identifying/proposing solutions to HR problems and issues, specifically in the Staffing and Recruitment functional area; researching cases, preparing/providing detailed documentation and/or responses for resolution of formal and informal inquiries, grievances, or complaints. Experience advising management officials on various HR processes and advising on the procedural and regulatory requirements governing HR functions and or processes and assisting and developing other HR personnel.
OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with an equivalent combination of qualifying experience and education.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
