Duties
As A,Lease Management Specialist You Will
  • Provide the leased building customers support with their employee facility requirements (includes but is not limited to overtime AC, overtime engineering, LAN Room Maintenance, and miscellaneous repairs/requirements under 25K). Supports various functions such as renovation spaces (projects over 25K) with GSA, the Building Manager and Building Manager's Construction Manager, and National Park Services.
  • Provide oversight for design intent drawings, write the Statement of Work for the renovation to submit to GSA, and provide oversight for construction drawings for all leased building renovations, submitting all required Request for Work Authorization in eRETA.
  • Serve as the Treasury Project Coordinator in interacting with GSA on design and construction projects for the leased facilities. Work with senior-level clients to define and scope the given problem/opportunity, develop project objectives and plans to meet those objectives, manage the performance and changes of the activities in the project, and create and share project deliverables.
  • Design and conduct comprehensive management studies, including establishing an SOP for the SOW in Secured Spaces for construction, inspections, and testing. Evaluate methods to measure and improve programs for construction design.

  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.

QualificationsYou must meet the following requirements by the closing date of this announcement.
Specialized experience for the GS-13: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
  • Managing multiple priorities and independently developing and providing technical recommendations/solutions to complex problems encountered during the management and coordination of a regional capital investment program for all aspects of new construction, renovation, repair and alterations; AND
  • Ensuring effective communication and coordination between the project manager, GSA, design manager, contract specialist, the contractor, the project technical team, and the client; AND
  • Overseeing and coordinating new leases, phased renovation, whole building modernization and/or new construction for large prospectus level projects. Such experience must include project planning, construction scheduling, construction logistics, budgeting, estimating, building code compliance, cost analysis and control; AND
  • Experience in building secured spaces (SCIFs).
