Work Schedule:
Monday - Friday, 7:30am - 4:00pm
  • *THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
  • Interprets, develops, and implements polices; define administrative requirements and provide advice to management on related issues.
  • Prepares, edits, and archives all official correspondence requiring signature or approval.
  • Develops and keeps all position descriptions, and organizational charts current.
  • Manages procurement and contracting for department.
  • Prepares procurement requests and evaluate proposals for work.
  • Initiates and prepares contracts to secure resources to facilitate operations.
  • Maintains and updates files of requested equipment.
  • Monitors and manages use of space and coordinates minor improvement projects within designated spaces.
  • Prepares presentation materials related to financial, space, and equipment programs.
  • Participates in reviewing needs, plans, and goals to develop budget data and justification for review and approval.
  • Manages budget formulation and execution for a changing budget of administrative expenses.
  • Serves as the official timekeeper.
  • Provides input on policies and action plans to ensure compliance with regulatory guidelines.
  • Provides advice to staff and supervisors regarding human resources procedures, laws, regulations, policies and requirements.
  • Oversees all aspects of human resources functions to include position descriptions, recruitment, employee/labor relations, training and other related activities.
  • Gathers data, analyzes issues and trends, to develop recommendations to resolve problems of effectiveness and efficiency to improve operations.

QualificationsTo qualify for this position at the GS-9 level, you must meet one of the following:
SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience includes overseeing all aspects of human resources functions to include position descriptions, recruitment, and employee/labor relations; managing on-line certifications of contracts and labor mapping; managing procurement and contracting functions for the department; managing budget formulation and execution for a changing budget of administrative expenses; gathering data and analyzeing budget needs.
NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR-
EDUCATION: Have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position.

COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

IMPORTANT:
A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Requirements:
The work is primarily sedentary, although some slight physical effort may be required. Duties may subject the employee to frequent interruptions during a normal workday. Occasional travel to other medical centers or community-based outpatient clinics may be necessary to effect MAS program goals.
