SummaryThe full performance, Intermediate Care Technician (ICT) Generalist is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA). This position serves as an advance technician for outpatient care settings such as; primary care, mental health, and specialty clinics. As an ICT Generalist the incumbent will serve in a community-based outpatient clinic (cboc), in Fairbanks AK.

Duties
The Department of Veterans Affairs (VA)- Intermediate Care Technician (ICT) Program is a program designed to hire former military corpsmen, combat medics and medical technicians into positions at VA Medical Centers as an integral part of the medical team. ICTs operate within clearly-defined clinical competencies. For the purposes of this job announcement ICTs may work in multiple clinical settings based on facility needs, this announcement is limited to Community Based Outreach Clinics (CBOC).
Community Based Outpatient Clinic (CBOC)- ICT is responsible for outpatient care settings providing common outpatient services, including health and wellness visits, without the hassle of visiting a larger medical center. VHA continues to expand the network of CBOCs to include more rural locations, putting access to care closer to home.
Clinical responsibilities include but are not limited to:
  • Vital signs. Examples: vital signs, 12-lead electrocardiogram (EKG).
  • Point-of-care (POC). Examples: Abbott hand-held blood analyzer (I-STAT), glucometer.
  • Equipment and surgical instrumentation set up . Examples: skin biopsies (excisional, shave, punch).
  • Treatments and interventions. Examples: Cryotherapy, incision and drainage, ambulation, and Foley coude' catheter insertion.
  • Wound care. Examples: bandaging, application of dressings and wound measurements.
  • Specimen collection and Preparation. Examples: collecting and labeling venous blood samples and mucous specimens.
  • Assisting with patient exams and screening. Examples: gynecology exams.
  • Mental health care. Examples: Crisis intervention, performs behavioral/mental health screens, conducts interviews, and observes behavioral patients. - Preparation of lab specimens and transfer to the lab for processing: Examples: Labeling, placing in the proper bin or tube system.
  • Assisting with patient exams and screening, utilizing technology such as telehealth peripherals. Examples: primary care physical exams (heart, eye, ear, nose, throat (EENT); gait exams, and skin exams.
  • Patient education within scope of care or while providing an intervention. Examples: post procedural care, splint care and wound care.
  • Follow-up care: Examples: Suture removal.
  • Electronic Health Record (EHR): Thoroughly and appropriately documents actions, interventions and procedures in the medical record. Examples: Procedural notes, progress notes, screenings, photo-documentation and secure messaging.

Physical Requirements:
The work involves extended periods of bending, standing and walking. Generally, the work requires recurring physical exertion with assisting patients.
Work Environment: On a regular and recurring basis, employee is exposed to infection, exposure to communicable diseases and contagious diseases. The incumbent's assignment requires him/her to comply with special safety and health precautions by wearing personal protective equipment (PPE) according to universal precautions.

Individuals serving in direct patient care positions must be proficient in [both] spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
GS-07 grade level: An IOR is a basic requirement that must be met in order to qualify for this position. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below:
Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR,Education: Completed One (1) full year (18 semester hours) of graduate education that is directly related to the work of the position. (Transcripts Required)
One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience: Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled
ORApplicants may substitute education for the experience required for the GS-07 level.Completed One (1) full year (18 semester hours) of graduate education that is directly related to the work of the position. (Transcripts Required)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

Preferred formal education under one of the following:
  • Military Training Records, Transcripts and/or Certifications for medication administration
  • Hold an active and unrestricted Medical Assistant Certification
  • Successfully passed one of the following exams
    • Certified Medical Assistant Exam through the American Association of Medical Assistants (AAMA); or
    • Registered Medical Assistant Exam through American Medical Technologists (AMT); or
    • Clinical Medical Assistant Exam through the National Health Career Association (NHA); or
    • National Certified Medical Assistant Exam through the National Center for Competency Testing (NCCT).
    • Clinical Medical Assistant Certification Examination through the American Medical Certification Association (AMCA).
  • Completion of a medical assistant program offered by a school accredited by the Accrediting Bureau of Health Education Schools (ABHES) or a program accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP)
  • Completion of a medical assistant program offered by a school accredited by a regional or national accrediting organization recognized by the US Department of Education, which includes a minimum of 720 clock hours of training in medical assisting skills, including an externship of no less than 160 hours
